Monitoring & Evaluation (M&E) section was established at the headquarters soon after the then LGEB came into being in 1984. Since then, it is serving as the nerve-centre of LGED for overseeing implementation of development projects and programmes. The role of M&E section seems to be quite far-reaching in the evaluation of progress achieved in the project and programmes undertaken in the remotest areas to urban areas in the country.
Monitoring & Evaluation (M&E) section remains deeply involved in the budgetary allocation for various projects and programmes undertaken by LGED in a financial year. The section also reviews the physical and financial progress of the projects through holding monthly regular meeting at the LGED headquarters chaired by the Chief Engineer, LGED and attended by all Project Directors and others senior officials. Providing assistance to the project directors in the release of funds from the ministries concerned is another function of the section.
As part of intense monitoring and evaluation process followed by LGED, divisional level meetings are also organised having the Chief Engineer on the chair where spot solution is given in case of any problem relating to the project implementation and administrative issues.
The monitoring and evaluation process is assisted by 20 teams one for each of the regions, comprising of 3 Engineers of different level in each team. They undertake monthly visit to their respective regions and upon completion of their tour, they submit a report to the Chief Engineer with a copy to the regional Superintending Engineer detailing their findings. Afterwards, a meeting is called for the evaluation of the reports. The meeting holds a threadbare discussion and provides necessary guidance for smooth implementation of the projects.
As a result, LGED has maintained a steady progress in ADP fund utilization which is more than 99 percent. Monitoring & Evaluation (M&E) section also deals with PM Commitments as well as quarries sought by the National Parliament (Jatiyo Shangshad).
