1. Government of the People’s Republic of Bangladesh has received a grant from Kreditanstalt fur Wiederaufbau (KfW) as part of German Financial Cooperation with Bangladesh as the co-financing of the Asian Development Bank (ADB) “City Region Development Project (CRDP)” ADB Loan no. 2695 BAN (SF) towards the cost of “Climate change adapted urban development in Khulna” and it is intended that part of the proceeds of this grant will be applied to eligible payments under the contract for the works as mentioned in para-2. Bidding is open to all bidders from eligible source countries of the Asian Development Bank.

2. The Chief Engineer, Khulna City Corporation invites sealed bids from eligible bidders for the procurement of the following works:

3. International Competitive Bidding will be conducted in accordance with ADB’s Single – Stage: One–Envelope bidding procedure and is open to all Bidders from eligible source countries.

4. Interested eligible bidders may obtain further information from (i) Chief Engineer, Khulna City Corporation, Khulna, Country: BANGLADESH; Telephone :+( 88)-041-720643, Facsimile :+( 88)-041-720448; E-mail: xen.crdp.kcc@gmail.com; (ii) Project Director, City Region Development Project, LGED, RDEC Bhaban (Level-4), Agargaon, Dhaka, Country: BANGLADESH; Telephone :+(88)-02-9110359, Facsimile :+(88)-02-9110280; E-mail: pd.crdp@yahoo.com and inspect the bidding documents during normal office hours (from 9:00 AM to 5:00 PM) on all working days.

5. A complete set of bidding documents may be purchased by any interested eligible bidders on the submission of a written application to the above mentioned addresses and upon payment of a non-refundable fee as mentioned above only during normal office hours on all working days till 25 February 2014. The Mode of Payment will be cash or bank draft. The document may be sent by surface mail or courier service. No liability will be accepted for loss or late delivery. Interested Bidders those are requesting international courier dispatch should pay an additional fee of USD 100.00.

6. Bids must be delivered to the Chief Engineer, Khulna City Corporation, Khulna, Country: BANGLADESH at or before 13:00 hours on 26 February 2014. All bids must be accompanied by a bid security mentioned in the bid document in favor of the “City Region Development Project” in the form of (a) an unconditional bank guarantee; (b) an irrevocable letter of credit; or (c) a cashier’s or certified check. Late Bids shall be rejected. Bids will be opened in the presence of the Bidders or his representatives who choose to attend at the office of the Chief Engineer, Khulna City Corporation, Khulna 13:15 hours on 26 February 2014.

7. The Khulna City Corporation, Khulna will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

8. The Invitation for Bids (IFB) will be available at the LGED and CPTU Web Site (www.lged.gov.bd and www.cptu.gov.bd).

9. The Khulna City Corporation reserves all the rights to accept any bid or to reject any or all bids without assigning any reasons whatsoever.
