1. The Government of the People’s Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of City Region Development Project (CRDP) ADB Loan no. 2695 BAN (SF), and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bid (IFB) is issued. Bidding is open to all bidders from eligible source countries of the Asian Development Bank.

2. The Superintending Engineer, Narayanganj City Corporation, Narayanganj invites sealed bids from eligible bidders for the procurement of the following works:

3. International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Single – Stage: One–Envelope bidding procedure and is open to all Bidders from eligible source countries.

4. Interested eligible bidders may obtain further information from the Superintending Engineer, Narayanganj City Corporation, Narayanganj, Country: BANGLADESH; Telephone : + (88)-02-7645032, Facsimile : + (88)-02-7646070; E-mail: engr_aziz.nasir@yahoo.com and inspect the bidding documents during normal office hours (from 9:00 AM to 5:00 PM) on all working days.

5. A complete set of bidding documents may be purchased by any interested eligible bidders on the submission of a written application to the office of the Superintending Engineer, Narayanganj City Corporation, Narayanganj/ The Deputy Commissioner, District: Narayanganj/The Superintendent of Police, District: Narayanganj/ The Executive Engineer, LGED, District: Narayanganj/The Project Director, City Region Development Project, Level-4, RDEC Bhaban, LGED, Dhaka and upon payment of a non-refundable fee as mentioned above only during normal office hours on all working days till 18 March 2014. The Mode of Payment will be cash or bank draft. The document may be sent by surface mail or courier service. Interested Bidders who are requesting international courier dispatch should pay an additional fee of USD 100.00. No liability will be accepted for loss or late delivery.

6. Bids must be delivered to the office of the Superintending Engineer, Narayanganj City Corporation, Narayanganj at or before 13:00 hours on 19 March 2014. All bids must be accompanied by the bid security specified in the bid document in favor of the “The Mayor, Narayanganj City Corporation, Narayanganj” in the form of (a) an unconditional bank guarantee; (b) an irrevocable letter of credit; or (c) a cashier’s or certified check. Late Bids shall be rejected. Bids will be opened in the presence of the Bidders or his representatives who choose to attend at the address above 13:15 hours on 19 March 2014.

7. The Superintending Engineer, Narayanganj City Corporation, Narayanganj will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

8. The Invitation for Bids (IFB) will be available at the LGED, CPTU and ADB Web Site (www.lged.gov.bd, www.cptu.gov.bd and www.adb.org).

9. The Narayanganj City Corporation, Narayanganj reserves all the rights to accept any bid or to reject any or all bids without assigning any reasons whatsoever.
