1.             The Government of the People’s Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of City Region Development Project (CRDP) ADB Loan no. 2695 BAN (SF). Part of this financing will be used for payments under the contract mentioned above. Bidding is open to all tenderer from eligible source countries of the Asian Development Bank.

 

2.             The Savar Pourashava, Savar, Dhaka (“the Employer”) invites sealed tenders from eligible tenderer for the procurement of the following works:

i)     Improvement of road from Dhaka-Aricha Highway (Near Bank Town Main Gate) to Road No. 13 near Ali Ahmed House (Ch.0-686m) in ward no. 09;

ii)   Improvement of road from polly Biddut office to Vagulpur Kacha Bazar Via JK Garments (Ch.0-450m);

iii)  Improvement of road from ganda Dhala Miah Market to Ganda Govt. Primary School(Ch. 0-1070m);

iv)   Improvement of road from  Vagulpur Tarapur Mosque to Vagulpur Balu Ghat via Runu House (Ch.0-375m) & Link-1 (Ch.0-270m);

v)   Improvement of road from Imandipur Khan tailors to Salim House via Tipu House (Ch.0-250m), Link-1(Ch.0-70m) & Link-2(Ch. 0-65m);

vi)   Construction of RCC Pipe drain from Kornopara Fardousi bari road Near Fazlay house to Rajbari Road (Ch.0-525m) in ward no.06;

vii)Construction of RCC Pipe Drain  from polly Biddut office to Vagulpur Kacha Bazar Via JK Garments (Ch.0-450m);

viii) Construction of RCC Pipe Drain from  Vagulpur Tarapur Mosque to Vagulpur Balu Ghat via Ranu House (Ch.0-390m) & Link-1 (Ch.0-280m);

ix) Construction of RCC U-Drain from Imandipur Khan tailors to Salim House via Tipu House (Ch.0-275m), Link-1(Ch.0-70m) & Link-2(Ch. 0-65m).

 

 

3.             National Competitive Bidding (NCB) will be conducted in accordance with ADB’s Single – Stage: One–Envelope bidding procedure and is open to all tenderer from eligible source countries.

 

 

 

 

 

 

4.             The qualification criteria include the following:

 

·  General Experience : The minimum number of years of general experience of the Tenderer in the construction works as Prime Contractor or Subcontractor or Management Contractor shall be 5 (five) years.

·  Contractual Experience: The minimum specific experience as a Prime Contractor or Management Contractor in construction works of at least 1 (one) number of contract of similar nature, complexity and methods/construction technology successfully completed within the last 5 (five) years, with a value of        TK. 960.00 Lac.

·  Average Annual Construction Turnover: The required average annual construction turnover shall be greater than TK. 2200.00 Lac over the last 5 (five) years.

·  Financial Position: The minimum amount of liquid assets or working capital or credit facilities of the Tenderer shall be TK. 365.00 Lac.

6.             To purchase the tender documents in English, tenderer should:

 

  • write to the office of:

 

The Executive Engineer, Savar Pourashava, Dhaka / or

The Deputy Commissioner, District: Dhaka / or

The Superintendent of Police, District: Dhaka / or

The Executive Engineer, LGED, District: Dhaka / or

The Project Director, City Region Development Project, Level-4, RDEC Bhaban, LGED, Dhaka

 

  • pay a non-refundable fee of Tk. 13000.00 in the form of Cash or Bank Draft or Pay Order in favor of “The Mayor, Savar Pourashava, Dhaka”, during normal office hours on all working days.

 

  • deadline for purchasing the tender documents: Date: 24 October 2017, Time: 5:00 p.m.

 

 

7.             Deliver your tender:

 

  • to the office of:

The Executive Engineer, Savar Pourashava, Dhaka

  • on or before the deadline: Date: 25 October 2017, Time: 1:00 p.m.
  • together with a tender security as described in the Tender Document

 

Late Tenders shall be rejected.

 

Tenders will be opened at 1:30 p.m. on 25 October 2017 in the presence of the tenderer or their authorized representatives who choose to attend at the office of the Executive Engineer, Savar Pourashava, Dhaka.  Tender shall be valid for a period of 120 (One hundred and twenty) days after tender opening.

                                             

8.             The Savar Pourashava will not be responsible for any costs or expenses incurred by tenderer in connection with the preparation or delivery of tender.

 

9.             The Invitation for Tender (IFT) will be available at the LGED, CPTU and ADB Web Site (www.lged.gov.bd, www.cptu.gov.bd and www.adb.org). 

 

10.          The Savar Pourashava reserves all the rights to accept any tender or to reject any or all tenders without assigning any reasons whatsoever.
