Title: Coastal Towns Environmental Infrastructure Project

Contract No.: MAT/CS/01: Construction of Multipurpose Cyclone Shelter at Momenia Dakhil Madrassa (Ward 1), Mathbaria Pourashava, Mathbaria, District: Pirojpur.

Deadline for Submission of Bids: 01/10/2014: Time: 13:00 hrs.

1. The People’s Republic of Bangladesh has applied for financing from the Asian Development Bank (ADB) towards the cost of the Coastal Towns Environmental Infrastructure Project (CTEIP). Part of this financing will be used for payments under the contract named above. This contract will be jointly financed by the ADB Strategic Climate Fund. The eligibility rules and procedures of the ADB will govern the bidding process.

2. Mathbaria Pourashava, Mathbaria, Pirojpur ("the Employer") invites sealed bids from eligible Bidders for the construction and completion of a three storey multipurpose cyclone shelter at Momenia Dakhil Madrassa, Ward 1, ("the Works").

3. National competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in Section 5 of the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding, either as a single entity or in Joint Venture:

· participation in at least one contract that has been successfully or substantially completed within the last 5 (five) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds BDT 25 (twenty five) million. In case of single entity, must meet requirement. In case of joint venture, one partner must meet the requirement;

· minimum average annual construction turnover of BDT 62 (sixty two) million calculated as total certified payments received for contracts in progress or completed, within the last 5 (five) years. In case of single entity, must meet requirement. In case of joint venture, all partners combined must meet the requirement, each partner must meet 25% of the requirement and one partner must meet 40% of the requirement.

· pay a non-refundable fee of BDT 5,000 in the form of a Bank Pay Order or Demand Draft.
