Invitation for Prequalification of Contractors for Construction of Shelters in Coastal Areas of Bangladesh

Prequalification for Contract MDSP-ICB-01

1. Background. The World Bank have been supporting the Government of Bangladesh (GoB) program for construction of multipurpose disaster shelters since the occurrence of Cyclone Sidr in 2007, with the aim of constructing nearly 1,000 shelters over the next decade. Under the Emergency 2007 Cyclone Recovery and Reconstruction Project (ECRRP) about 330 new shelters are being constructed and about 460 shelters are being improved. In continuation of the program the GoB has received another IDA Credit (No 5561BD, approved in December 2014) of US$375 million for the Multipurpose Disaster Shelter Project (MDSP) under which for 556 new shelters and 450 shelters would be rehabilitated/improved along with construction of road networks to provide better access to these shelters in the following districts: Barisal, Bhola, Patuakhali, Pirojpur, Noakhali, Laxmipur, Feni, Chittagong and Cox’s Bazar.

2. Under the MDSP, the Employer, Local Government Engineering Department (LGED) intends to pre-qualify applicants for a contract package consisting up to 50, or 75 or 100 shelters in districts covered under MDSP for contract MDSP-ICB-01. Invitations for Bid are expected to be made tentatively in December 2015.

3. Pre-qualification will be conducted through pre-qualification procedures specified in World Bank guideline Procurement under IBRD Loans and IDA Credit, July 2014, and is open to all the Bidders from eligible source countries as defined in the guidelines.

4. Interested eligible applicants may obtain further information, inspect and purchase the Prequalification Document at the office of the Project Director, MDSP, Workshop Building, Level-3, LGED Bhaban, Agragaon, Dhaka-1207 between 9.00 a.m. and 5.00 p.m. (local time) during week days from September 27, 2015 to November 18, 2015 on the submission of a written application to the address below and upon payment of a non-refundable fee of 5,000 BD Taka or equivalent 75 USD. The method of payment will be by Bank Draft/ Pay order drawn in favor of Project Director, MDSP, LGED.

5. A pre- application meeting is scheduled to be held at 11.00 a.m. on October 18, 2015 in the Seminar Room on level 4, LGED Bhaban, Agargaon, Dhaka.The validity period of this Prequalification is limited to one year and will be updated annually.

6. Applications of prequalification should be, delivered to the address below on or before 3:00 p.m on November 19, 2015, in sealed envelopes. Applications will be opened at 3:30 p.m on the same day. Applications should be clearly marked “Application to Pre-Qualify for the Construction of Multipurpose Disaster Shelters Contract MDSP-ICB-01”. Late applications will be rejected. The Procuring Entity reserves the right to accept or reject any or all applications.
