Invitation for Prequalification (International)
Invitation
for Prequalification of Contractors for construction of 256 multipurpose
disaster shelters and associated connecting roads in four districts namely -
Package NW-05: Patuakhali (36 nos.),
Package NW-07: Pirojpur (50 nos.), Package NW-10:
Chittagong (73 nos), and Package NW-11: Bhola (97 nos.).

1. The People’s Republic of Bangladesh has received credit from the International Development Association (IDA) toward the cost of the Multipurpose Disaster Shelter Project (MDSP), and it intends to apply part of the proceeds of this credit to payments for the contracts under the following categories:
1.
Category A (Package NW-05 or NW-07): Construction of
about 50 shelters with connecting roads
2.
Category B (Package NW-10 or Package NW-05 + NW-07):
Construction of about 75 shelters with connecting roads
3.
Category C (Package NW-11): Construction of about 100
shelters with connecting roads
4.
Category D (Package NW-05+NW-07+NW-11 or NW-10 + NW-11:
Construction of about 175 shelters with
connecting roads
5.
Category E (Package NW-05 + NW-07 + NW-10 + NW-11):
Construction of about 250 shelters with connecting roads
Applications for more than one Category is allowed.
2. The Local Government Engineering Department (LGED) intends to prequalify firms for Construction of 256 no. new school cum disaster shelter buildings and associated connecting road in Patuakhali, Pirojpur, Bhola and Chittagong districts in the Categories mentioned above. Subsequently, The Employer will determine the procurement package(s) for which an Applicant is prequalified based on the result of the prequalification process. Bids will be invited from the prequalified applicants of the corresponding packages as identified by above category (s).
3. The new disaster shelters are three storied RCC frame-structure buildings with a plinth area in the range between 300 -350 sq.m. on cast-in-situ pile having diameter 0.50 meter approximate length being from 15 meter to 30 meter. About one kilometer road with associated structures may be required to be constructed for each shelter. Four deep tube wells, submersible pump, solar panels are to be installed in each shelter. School furniture are also to be supplied. Generally existing primary school will be reconstructed as primary school cum disaster shelter building. Shelters under district Patuakhali will most likely be located in Bauphal, Dashmina, Dumki, Galachipa, Kalapara, Mirzaganj and Patuakhali Sadar Upazila.
Shelters under Pirojpur district will most likely be located Bhandaria, Kawkhali, Mathbaria, Nazirpur, Nesarabad, Zianagar and Pirojpur Sadar Upazila.
Shelters under Bhola district will most likely be located in Daulatkhan, Burhanuddin, Tazumuddin, Lalmohan, Char Fasson, Manpura and Bhola
Sadar Upazila.
Shelters under Chittagong district will most likely be located in Anowara, Banshkhali, Boalkhali, Chandanaish, Fatikchhari, Hathazari, Lohagara, Mirsharai, Patiya, Rangunia, Raozan, Sandwip, Satkania, and Sitakunda Upazila.
It is expected that invitations for bid will be made in December 2017.
4. Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 2011, revised July 2014 and is open to all bidders from eligible source countries, as defined in the guidelines. Domestic preference is not allowed.
5. Interested eligible Applicants may obtain further information from and inspect the prequalification document at the Local Government Engineering Department (address below) from 09:00 to 17:00 hours local time (GMT+6 hours) during working days. Prequalification Document is also available at LGED website i.e. http://www.lged.gov.bd. However, the web version of the prequalification document is for information purpose only. A complete set of the prequalification document in English may be purchased by interested applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of 10,000 (ten thousand) BDT or 130 USD. The method of payment will be Pay Order/Bank Draft in favor of Project Director, MDSP, LGED only.
6. A pre-application meeting is scheduled to be held at 11:00 (local time) on 13/09/2017 in the seminar room on level 4, LGED Bhaban, Agargaon, Dhaka.
7.
Applications for prequalification should
be submitted in sealed envelopes, delivered to the address below on or before 15:00
(local time) on 16/10/2017 and be clearly marked “Application to
Prequalify for [insert name of project and the category name(s) and
number(s)].” Application will be
opened at 15:30 (local time) on the same day. Late applications shall be
rejected. The Procuring Entity reserves the right to accept or reject any or
all applications without incurring any liabilities.
