1.   The People’s Republic of Bangladesh has received a credit from the International Development Association towards the cost of Emergency 2007 Cyclone Recovery and Restoration Project (ECRRP) and intends to apply part of the funds to cover eligible payments under the Contract mentioned above.

2.  Local Government Engineering Department (LGED), one of the implementing agencies of the project, now invites sealed bids from eligible bidders for the construction of new School cum Disaster Shelters consisting of frame structure buildings on bored pile foundation including sanitary and electrical works.

3.   Bidding is open to all bidders from eligible source countries as defined in the “Guidelines: Procurement under IBRD Loans and IDA Credits” published by the World Bank in May 2004 and revised in October, 2006”. Qualified domestic contractors may be eligible to receive a margin of preference of 7½ percent in Bid evaluation.

4.   A complete set of bidding documents in English may be purchased at the address stated below for a nonrefundable fee (price) in local currency paid in cash or in the form of pay order in favor of “Project Director, ECRRP, LGED” on submission of a written application. Bid documents have to be collected from the same address upon purchase and bid submission shall be accompanied with original purchase receipt.

5.   Bids shall be valid for a period of 120 days after bid opening and must be accompanied by security in favor of “Project Director, ECRRP, LGED” of amount in local currency or its equivalent in a bid convertible currency as stated below, and shall be delivered to the address of receiving office on or before stipulated time and date of Bid closing (deadline). Electronic submission of bids will not be permitted. Late submission of bids will be rejected. Bids will be opened in the presence of the bidders who wish to attend on the date and time stated below.

6.   A set of bidding documents in PDF format is available in the LGED (www.lged.gov.bd) web site for information purpose only. Interested bidders may obtain further information / clarification from the official inviting the bid during all regular working days (Sunday to Thursday) from 10 am to 4 pm (local time). 22.

Eligibility of Bidders

i.      The Minimum period of general experience in Civil construction works shall be 5 (five) years.

 

ii.       The minimum specific experience as prime contractor or subcontractor or management contractor in construction works of at least 1(one) contract of similar nature (Construction of multi-storied building), complexity and methods/ construction technology successfully completed within the last 5 (five) years, with a value of at least "BDT. 40.00 million or equivalent to US$ 500,000".

 

iii.     The required average annual turnover shall be greater than "BDT. 440.00 million or equivalent to US$ 5.5 million" over the last five years. Audited Balance sheet for last 5 years [2006-2007, 2007-2008, 2008-2009, 2009-2010, 2010-2011] to be provided.

 

iv.     The minimum amount of availability of financial resources, such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments shall be "BDT. 100.00 million or equivalent to US$ 1.25 million". The certificate showing credit facility should preferably be issued by the Bank within the period from date of publishing IFB to the date of Bid Submission.
