REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR
THE ESTABLISHMENT AND DEVELOPMENT OF A LANDFILL IN RAJSHAHI CITY FOLLOWING
PUBLIC-PRIVATE-PARTNERSHIP (PPP) APPROACH
The City
Rajshahi Corporation (about 400,000 population in 2001), is distributing this EOI
to inform the prospective investors of the forthcoming procurement process and
provide general information concerning the project and its projected schedule.
The RCC is requesting potential vendors for establishment, development and
operate the landfill and its facilities to indicate their level of interest in
the project and offering an opportunity to comment generally on the proposed
structure for the transaction. The RCC intend to issue a request for
qualification followed by a request for proposal in accordance with the
schedule set forth below and the specific requirements of applicable RCC law.
This procurement will result in the execution of long term service contract
with the private entity who will be primary responsible for the construction,
operation and maintenance of the landfill and its facilities. All submittals
made in response to this EOI are strictly voluntary and maybe used by the RCC
in any manner it deems appropriate. All responses received may be available
public. The RCC will not make payment for any costs or expenses incurred by the
respondents to this EOI in the preparation and submittal of responses. The
project involves the development of landfill facility, including compost plant
for the RCC. The landfill will feature the following components: a) Accessibility; b) Landfill Bed Treatment; c) Treatment Ponds; d)
Leach-ate Collection Systems and Treatment; e)
Gas Venting System; f)
Sorting
and separation of the waste; g)
Compost Plant; and h)
Medical Waste Management etc. 13.
Experience, Resources and capacity: Interested entrepreneurs are invited to
provide information along with brochures indicating that they are capable to
arrange resources and provide required services in terms of Design, Construction
and Operation engaging appropriate qualified professionals. 14.
