1. The Government of the People’s Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of City Region Development Project (CRDP). Part of this financing will be used for payments under the contract mentioned above. Bidding is open to all bidders from eligible source countries of the Asian Development Bank.

2. The Local Government Engineering Department (“the Employer”) invites sealed bids from eligible bidder for the procurement of the following Goods:

3. International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Single – Stage: One–Envelope bidding procedure and is open to all Bidders from eligible source countries mentioned in the Section 5 of the Bidding Document.

4. The qualification criteria include the following:

· Contractual Experience: Successful completion as main supplier within the last 3 (three) years, of at least 2 (two) contracts each valued at USD 0.60 million with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).

· Size of Operation (Average Annual Turnover): Minimum average annual turnover of USD 1.40 million calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 (three) years.

· Cash Flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is USD 0.20 million.

6. To purchase the bidding documents in English, bidder should:

· write to the address above

· pay a non-refundable fee of BDT 5000.00 or USD 70 in the form of Cash or Bank Draft or Pay Order in favor of “Project Director, City Region Development Project (CRDP), LGED”, during normal office hours on all working days.

· The Bidding Document may be collected in person or may be sent by courier service for an additional fee of BDT 500 for domestic delivery or USD 100 for overseas delivery. No liability will be accepted for loss or late delivery.

7. Deliver your tender:

· on or before the deadline: Date: 15 November 2017, Time: 1:00 p.m.

· together with a bid security as described in the bidding document

Late bids shall be rejected.

Bids will be opened at 1:15 p.m. on 15 November 2017 in the presence of the bidder or their authorized representatives who choose to attend at the address above. Bid shall be valid for a period of 90 (Ninety) days after bid opening.

8. The Local Government Engineering Department will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

9. The Invitation for Bids (IFB) will be available at the LGED, CPTU and ADB Web Sites (www.lged.gov.bd, www.cptu.gov.bd and www.adb.org).

10. The Local Government Engineering Department reserves all the rights to accept any bid or to reject any or all bids without assigning any reasons whatsoever.
