Package MSP TPP S-03

Consultancy Services for Preparation of Municipal Development Programs

(Western Part: Rajshahi, Rangpur, Khulna and Barisal Divisions)

 

1.      The People’s Republic of Bangladesh has received a credit from the International Development Association (IDA) in various currencies towards the cost of the TA project for Extended Municipal Capacity Building Program and Preparation of Municipal Services Project-II (Additional Financing for Municipal Services Project, IDA Cr. 4761). It is intended that part of the proceeds of this credit will be applied to eligible payments under the contract for Preparation of Municipal Development Programs which is broadly divided into two components a) Municipal Development Plans and b) Initial Infrastructure and Institutional development Subprojects  in Rajshahi, Rangpur, Khulna and Barisal Divisions and denoted as TA Module B2.

 

2.      The main objective of the TA Module B2 assignment is to prepare:

i) medium-term (2012-2020) municipal development plans for about 15 municipalities representing different types of urban development situations (as concrete models for the future); and ii) first phase infrastructure and institutional development subprojects for each of the 15 municipalities for initial implementation from about 2012 to 2015.  The consultant shall prepare the municipal development plan and development subprojects for each of the 15 selected municipalities i) through survey, analyses, and review of existing documents such as the existing urban plans; ii) through consultations with relevant stakeholders (e.g. government entities, civil society/beneficiaries, service providers, private sector entities); and iii) through applying and detailing the criteria, methodology, procedures and guidelines developed in TA Module A (Preparation of Frameworks for Municipal Development Interventions-which is another assignment conducted by separate consultant team) for assessing and programming overall infrastructure and institutional development programs. In addition, the consultant shall provide comments and advice for the finalization of the guidelines prepared under TA Module A, based on experiences from applying the preliminary guidelines.  

 

The services will require both national and international inputs.

 

 

3.      The Local Government Engineering Department (LGED) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures; description of similar assignments; experience in similar conditions; financial resources; availability of appropriate skills among staff; etc.). Consultants may associate to enhance their qualifications.

 

4.      The EOIs would be reviewed on the basis of the following:

 

a.       Registration of firm.

b.       Age of firm.

c.       Availability of key professionals.

d.       Availability of resources.

e.       Experience of the firm in similar tasks.

f.        Experience of the firm in other works.

g.       Support services of the firm

 

5.      Consultants may associate with other firms to enhance their qualifications, and, if association, should mention whether the association is in the form of “joint venture” or “sub-consultancy”. It is preferable to limit the total number of firms in an association including the Lead Firm to 4 (four).

 

6.      A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines : Selection and Employment of Consultants Under IBRD Loans And Credits & Grants by World Bank Borrowers, January 2011.

 

7.      Interested consultants may obtain further information at the address below during 0900 to 1700 hours excepting Friday and Saturday. A shortlist of firms will be prepared, from the expressions of interest, for requesting proposals for this assignment.
