Request for Expressions of Interest

 

Consultancy Services for

Preparing Frameworks for Municipal Development Interventions

 

1.      The People’s Republic of Bangladesh has received a credit from the International Development Association (IDA) in various currencies towards the cost of the TA project for Extended Municipal Capacity Building Program and Preparation of Municipal Services Project-II (Additional Financing for Municipal Services Project, IDA Cr. 4761). It is intended that part of the proceeds of this credit will be applied to eligible payments under the contract for Preparation of Frameworks for Municipal Development Interventions.

 

2.      The objectives of the services to be provided under this consultancy include to establish an innovative framework – a set of principles, options, criteria, methodology, and procedures – to evaluate, plan, finance and implement municipal infrastructure and institutional development programs in Bangladesh so as to improve the institutional, financial and fiscal feasibility and sustainability of such programs. It will focus on evaluating options for sustainable and efficient financing including the right blend of local, national, beneficiary, and private financing; institutional options to balance the need for local autonomy and capacity against the need to ensure efficiency; and establishing guidelines for the development programming and subproject planning. This will be based on the assessment of various types existing programs and will also draw on international models and experiences.

 

The main outputs will consist of: (i) Urban Development Program Guidelines for use by the municipalities and other stakeholders; (ii) an accompanying advisory note recommending selection of about 25-30 cities (representing different typology depending on city size, level of income, pace of growth, location, etc.) to be included in a new investment project; and (iii) supervision and support of another TA which will apply and detail the criteria, methodology, procedures and guidelines developed by this consultancy service for assessing and programming overall infrastructure and institutional development programs for different types of urban development situations. 

 

The services will require both national and international inputs.  

 

3.      The Local Government Engineering Department (LGED) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures; description of similar assignments; experience in similar conditions; financial resources; availability of appropriate skills among staff; etc.). Consultants may associate to enhance their qualifications.

 

4.      The EOIs would be reviewed on the basis of the following:

 

a.       Registration of firm.

b.       Age of firm.

c.       Availability of key professionals.

d.       Availability of resources.

e.       Experience of the firm in similar tasks.

f.        Experience of the firm in other works.

g.       Support services of the firm

 

5.      Consultants may associate with other firms to enhance their qualifications, and, if association, should mention whether the association is in the form of “joint venture” or “sub-consultancy”. It is preferable to limit the total number of firms in an association including the Lead Firm to  4 (four).

 

6.      A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines : Selection and Employment of Consultants Under IBRD Loans And Credits & Grants by World Bank Borrowers, January 2011.

 

7.      Interested consultants may obtain further information at the address below during 0900 to 1700 hours excepting Friday and Saturday. A shortlist of firms will be prepared, from the expressions of interest, for requesting proposals for this assignment.
