Invitation for Expression of Interest (EOI)
For Social
and Gender Specialist – (National Individual Consultant)
for City
Region Development Project

1.
The Government of the People’s Republic of Bangladesh has received
a Loan from Asian Development Bank (ADB) towards the cost of City Region
Development Project (CRDP) ADB Loan no. 2695 BAN (SF), and intends to apply a
portion of the proceeds of this Loan to eligible payments under the consultancy
services for which this invitation for Expression of Interest (EOI) is issued.
The terms and conditions of the contract and payments by ADB will be subject to
the terms and conditions of the Loan Agreement. Except as ADB may specifically
otherwise agree, no party other than GOB shall derive any rights from the Loan
or have any claim to the proceeds of the Loan.

Being selected as the Executive Agency (EA) for the Project, the Local
Government Engineering Department (LGED) under Local Government Division (LGD)
of the Ministry of Local Government, Rural Development and Cooperatives
(LGRD&C) now invites eligible Individual Consultant who has adequate experience
in urban development sector to submit Expression of Interest (EOI) for Social
and Gender Specialist (National Individual Consultant) Services for City Region
Development Project.

The
Social and Gender Specialist will develop detailed plan of activities in
accordance with the Gender Action Plan (GAP) and the Summary Poverty Reduction
and Social Strategy (SPRSS) to support the Project Management and Coordination
Unit (PMCU) and Project Implementation Units (PIUs) in strengthening social and
gender considerations in the City Region Development Project (CRDP).

The consultancy package will involve anticipated 18 (eighteen) person-months and expected to commence in July 2013. The Specialist must have a Masters Degree in social science
or other relevant fields with at least 12 years of relevant experiences in
social and gender development, preferably in development projects and have
understanding of the policies and strategies Government of Bangladesh in
relation to gender.

The Specialist will assist the PMCU and PIUs in implementing the
detailed plan of activities mentioned at

The Consultant will be responsible and report to the Project
Director, CRDP. Reporting obligations include: i) Inception Report within 15
days from commencement, ii) Monthly Activity Report within 7 days at the end
each calendar month, iii) Final Report within 15 days from completion of
assignment, iv) Any other report / document / analysis as requested by PD,
CRDP.
8.
Detailed Qualification Criteria and Terms of Reference (TOR) may
be obtained from the office of the undersigned during regular office hours
(Sunday to Thursday 9am to 5pm local time except government holidays). The
Consultant will be engaged through competitive
selection method in accordance with ADB’s Guidelines on the Use of
Consultants.

Interested individuals must submit EOI in standard template for
individual consultants (available for download from ADB website) along with
photocopy of necessary / relevant documents in support of the educational
qualification(s) and experience(s) in sealed envelope addressed to “Project
Director, City Region Development Project, Local Government Engineering
Department, RDEC Bhaban, Level-4, Agargaon, Dhaka-1207, Bangladesh” not
later than 3:00pm local time on 15 May 2013. The envelope must be externally
marked Individual Consultant for “Social and Gender Specialist (National
Individual Consultant) for CRDP”.

Terms of Reference of Social and Gender
Specialist (National Individual Consultant) under the City Region
Development Project
Background and Experience: The Specialist
must have a Masters degree in social science or other relevant fields with at
least 12 years of relevant experiences in social and gender development,
preferably in development projects and have understanding of the policies and
strategies Government of Bangladesh in relation to gender.
Duration: 18 person months
Major Tasks:
The Specialist will develop detailed plan of activities
in accordance with the Gender Action Plan (GAP) and the Summary Poverty
Reduction and Social Strategy (SPRSS) to
support the Project Management and Coordination Unit (PMCU) and Project
Implementation Units (PIUs) in strengthening social and gender considerations
in the City Region Development Project (CRDP). The Specialist will assist the
PMCU and PIUs in implementing the detailed plan of activities. In addition, the
activities of the expert will include, but not limited to, the following:

Reviewing gender aspects of project
activities with field reality and suggesting
adjustments, where deemed necessary, for better management of gender aspects of
the Project;
h
Supporting the Project in implementing its
Gender Action Plan;
h
Identification of the orientation and
training needs of the PMCU, PIUs and other relevant stakeholders, integrating
in annual workplans proposals for
imparting effective training to various
categories of trainees, incorporation of gender aspect in different training
modules, and impart training in a planned manner with respect to gender aspects
of CRDP;
h
Supporting the Monitoring and Evaluation Specialist
in developing monitoring indicators disaggregated into gender and income groups
to capture the project benefits for different groups of beneficiaries;
h
Assessing
the adequacy of Urban Governance Improvement Action Plan (UGIAP) and relevant
monitoring formats in capturing the social and gender aspects of CRDP and
making recommendations to address any gaps or need for improvement;
h
Establishing
a comprehensive monitoring system built on sex disaggregated data and indicators of the GAP as well as internalizing it into the overall monitoring
system of the Project ;
