Invitation for Expression of Interest (EOI)
For Selection of Operator for Regional Integrated Landfill and
Resource Recovery Facility Services
Package no. CRDP/JESSORE/SWM-01
1.
Jessore
Municipality with support from Government of the People’s Republic of
Bangladesh (GOB) and Asian Development Bank (ADB) under the City Region
Development Project (CRDP) is implementing a sub-project for improved waste
management involving solid waste and fecal sludge. Under this sub-project, a regional
controlled landfill, biogas plant, compost plant and faecal
sludge treatment plant are being constructed which is
owned by the Jessore municipality. The facility will
be used as a regional waste management facility covering Jessore
and Jikorgacha municipality.

As per the Fertilizer Act 2006, production and sale of compost
produced through aerobic and anaerobic process requires registration with
Ministry of Agriculture. Moreover, National 3R Strategy on Waste Management
recommends private sector participation in waste recycling projects including
composting, biogas. Institutional and Regulatory Framework for Faecal Sludge Management (FSM), approved in May 2017 by
Local Government Division, MoLGRD&C recommends
private sector participation in faecal sludge
collection and treatment activities. The Pourashava
Act 2010 also empowers Pourashavas to engage private
sectors for operation and maintenance of different urban services.

In line with the aforesaid GOB policy, Jessore
Municipality and LGED are interested to engage private operator for operation
and maintenance of the facility in Jessore. The
operator shall also be responsible for sales of the compost, biogas to
adjoining community, generation of electricity from the biogas plant and
selling and managing other recyclables. A management/lease contract will be
signed between the municipality and the private operator and necessary
infrastructures/machineries will be handed over to the operator under the management
contract/lease. The operator will be responsible for both primary and secondary
collection of waste. The collection equipment will be provided by the Jessore pourashava under the same
leasing agreement. The municipality shall pay an agreed amount of tipping fee
based on per ton of solid waste collected treated, recycled and landfilled as
well as per cubic meter of fecal sludge treated. The operator shall be
responsible for financing all operational costs for running the plant. Income
from sales proceeds of the compost and biogas shall be shared at an agreed
ratio between the operator and the municipality after five years of operation.

Separate MOU will be signed between Jessore
Municipality and Jikorgacha Municipality regarding
how the waste collected by Jikorgacha will be
delivered and managed in the regional facility.

Jessore
Municipality now invites eligible Applicants to indicate their interest in
providing the services. Interested private sector organizations are invited to
provide information indicating that they are qualified to perform the services
by submitting brochures, description of similar assignments experience in
similar operating conditions, availability of appropriate professional
qualification and experience among staff, etc. as well as audited financial
statement of last three years.
7.
EOIs may be submitted by one applicant, association, or joint
venture. In case of joint venture, at least one applicant must have license
from Department of Agriculture Extension/ Ministry of Agriculture for production
and marketing of compost.

Interested applicant should submit EOI along with:
a.
Cover Letter signed by authorized signatory with name(s), address(es), contact details of partners / associates (if any),
b.
Agreement of Joint Venture or Association or Partnership with
clear indication of share of responsibility and business (if applicable),
c.
Additional information / documentation on the following
(documentary evidence to be attached):
i) Legal Status (Trade License and proof of other Registration
such as- Value Added Tax (VAT), Taxpayer’s Identity Number etc.), ii) Nature of
business or operation, iii) Years of similar, relevant and general experience;
iv) Annual turnover of last 3(three) years; v) Company Profile or Brochure, and
vi) Information of core team of key
professionals on permanent pay roll (Name, Date of Birth, Educational
Qualification and relevant Professional Experience – Time & Brief
Description).

Interested
firm(s) must submit EOI in sealed envelope containing original (to be
identified clearly on top of envelop) and 3 (three) copies addressed to “The
Executive Engineer, Jessore Pourashava,
Jessore, Bangladesh” not later than 3:00p.m. local time on 16 October
2017. All envelops must be externally marked “Expression of Interest
for Selection of Operator”.
10.
Operator
will be selected using the selection sub-method in accordance with the Public
Procurement Regulations 2008 and Public Procedures issued by the GOB. It is
expected that the Services will be commenced on December 2017.
