Request for Application (RFA) for Selection of Individual National Consultant

RFA Ref No: 46.02.0000.902.11.14.18/13661 Date: 25-06-2018.

The Local Government Engineering Department has been allocated public funds from the Government of the Peoples Republic of Bangladesh (GOB) and Development Partners towards the cost of the Fourth Primary Education Development Program (PEDP-4) and it intends to apply part of the proceeds of these funds to payments under the contract for the provision of consultancy services as stated below.

The services include and the qualification and experience required for the assignment are as follows:

01.	Project Management Consultant	01	B.Sc. in Civil Engineering or equivalent from any recognized university/institution.	The candidate must have 15 years’ experience in construction project management activities including five years’ experience on foreign aided projects. A master degree in engineering or equivalent will be preferred.
02.	Senior Monitoring Engineer	01	B.Sc. in Civil Engineering or equivalent from any recognized university/institution.	The candidate must have 15 years’ experience in construction project monitoring activities including five years’ experience on foreign aided project.
03.	Electrical Engineer	01	B.Sc. in Electrical Engineering or equivalent degree from any recognized university /institution.	The candidate must have 10 years’ experience on electrical engineering related works of building.
04.	Architect	01	B.Sc. in Architecture or equivalent degree from any recognized university /institution.	The candidate must have 10 years’ experience in architectural design work of civil engineering infrastructure with particular experience in building related works.
05.	Structural Engineer	01	B.Sc. in Civil Engineering or equivalent degree from any recognized university/institution.	The candidate must have minimum 10 years’ experience in structural design works of civil engineering structure with particular experience of building related works.
06.	Monitoring Specialist	01	Master’s Degree in any subject or equivalent degree from any recognized university /institution.	The candidate must have minimum 15 years experience on monitoring field.
07.	Environmental Expert	01	Master’s Degree in Environmental Science/ Engineering or equivalent degree from any recognized university /institution.	The candidate must have minimum 10 years’ experience related to preparation of EIA, integration of Environmental & social issue in the design, implementation & operation of educational infrastructure project.
08.	Media Consultant	01	Master’s Degree in Mass Communication /Journalism/International Relation or equivalent degree from any recognized university /institution.	The candidate must have minimum 10 years experience on related field.
09.	Audit Expert	01	Bachelor Degree in Accounting or equivalent degree from any recognized university /institution.	The candidate must have minimum 10 years’ experience on Audit & Financial management.
10.	Junior 3d Modeller	01	B.Sc. in Architecture or Civil Engineering / Diploma in Arch or Civil Engineering or equivalent degree from any recognized university/institution.	The candidate must have experience in architectural CAD drawing of civil engineering infrastructure with particular experience as modeler of building related work. (5 years’ experience for graduate or 10 years’ experience for diploma holder).
11.	Junior Geologist	01	Master degree in geologist or equivalent degree from any recognized university /institution.	The candidate must have minimum 05 years working working experience as geologist particularly in sub soil investigation of civil engineering infrastructure

The Additional Chief Engineer (Implementation), LGED now invites application from the eligible Applicants for the positions. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV with other details as required in the TOR).

Consultants will be selected using the selection of individual consultant sub-method in accordance with the Public Procurement Rules 2008. It is expected that the services will be commenced from 1^st July’2018 at Primary Education Infrastructure Management Unit (PEIMU), LGED and shall be completed on 30 June’2020(24 Month).

Interested consultants are required to submit their Application in accordance with the standard Application Forms which may be obtained from the office of the undersigned during normal office hours or available in the website: www.lged.gov.bd.

Application shall be submitted by 16 July 2018 within 3.00 pm, in sealed envelope delivered to Additional Chief Engineer (Implementation), LGED. Applicants who are already in employment shall have to send their application through proper channel, otherwise their applications will not be considered.

The Procuring Entity reserves the right to accept or reject any or all the RFA without assigning any reason whatsoever.
