Request for Expressions of
Interest (EoI)
for
Road Safety Advisor under Second Rural
Transport Improvement Project (RTIP-II) IDA Credit No. 5107-BD
The
People’s Republic of Bangladesh has received a credit from the International
Development Association (IDA), and intends to apply part of the proceeds to
payments for the Consulting Services of 1 (one) Road Safety Advisor under
Second Rural Transport Improvement Project (RTIP-II).
The
overall objective of this assignment is to start the process of improving the
rural road safety situation in Bangladesh by reviewing organization and
management, laws and regulations, financial and other resources, training and
other issues, to establish and start implementing a realistic Road Safety Plan and build capacity in road safety. The
consultant will also conduct road safety audits, train the staff and help
establish a road safety audit system in LGED and its application in the ongoing
road accessibility component, develop and update the road safety manuals and
guidelines and review and help update the standards related to rural road
safety. The consultant will also provide expert support and guidance for
developing training programs on road safety, as well as for developing
awareness and education programs.
It is envisaged that the assignment will be
required intermittent input of total 6 to 9 staff-months over the period April
2013 to June 2016. The consultant will have an Indefinite Delivery Contract
(IDC) with LGED.
The
selected Consultant must have a Post-Graduate Degree in Civil Engineering with
advance courses in Road Safety Engineering including at least 15 years of
international experience in conducting road safety audits, adapting and
developing traffic engineering standards, guidelines or manuals, especially in
SAR countries. The applicant should have at least 10 years of experience as
Road Safety Expert in a senior position having experience in developing,
implementing & evaluating of Road Safety Schemes and imparting Training
Programs on Road Safety.
The
Project Director, RTIP-II, LGED now invites eligible Applicants to apply for the position. Applicants
are invited to provide information indicating that they are qualified to perform
the services.
The
consultant will be selected in accordance with the selection of individual
consultants procedures set out in the World Bank’s Guidelines: Selection and
Employment of Consultants by World Bank Borrowers, January 2011.

& dgMarket. Interested Candidates are requested to submit their Expression of Interest along with Curriculum Vitae. Detailed Terms of Reference (TOR) will be available
upon request from the office of the undersigned through email or in person
during office hours on weekdays.
Expressions
of Interest shall be submitted on or before 21/04/2013 on weekdays during office
hours either in sealed envelope or through email sent to Project Director, Second Rural Transport Improvement
Project (RTIP-II), LGED Bhaban (Level-11), LGED, Dhaka-1207 and be clearly marked “Expressions of Interest for Road Safety Advisor”.
The Client reserves the right
to accept or reject any/all Expression of Interest (EOI).
