Interest (EoI)
for
PROJECT MANAGEMENT SERVICES & TECHNICAL
ASSISTANCE
FOR IMPLEMENTATION OF STRATEGY & ACTION PLAN TO
ENHANCE LGED IT-ICT-MIS RESOURCES &
CAPACITY
This request for
expression of interest follows the General Procurement Notice (GPN) for this
project that appeared in the UN Development Business online on 22 October 2010.
The People’s Republic of Bangladesh has received a credit from the
International Development Association (IDA), and intends to apply part of the
proceeds of this credit for payments under the contracts for Project
Management Services & Technical Assistance for Implementation of Strategy
& Action Plan to Enhance LGED IT-ICT-MIS Resources & Capacity of Second Rural Transport Improvement
Project (RTIP-II). The project includes three components: 1)
Accessibility Improvement 2) Institutional Strengthening, Capacity Building
& Governance Enhancement, and 3) Road Safety.
The overall
objective of the consulting services (“the Services”) is to comprehensively
help the LGED to implement IT-ICT-MIS Strategy & Action Plan. In line with
the current ICT Policy and aims of the GoB, the
Strategy & Action Plan aims to (inter alia) advance the LGED-wide adoption
of e-governance and e-procurement, enhance agency MIS and management
communications, and give LGED the performance benefits of IT-ICT-MIS -based
operations. The expected assistance shall be a combination of Project
Management services for the overall Strategy & Action Plan implementation and
associated support, and in parallel, technical assistance for identification /
feasibility / development action on proposed new strategic systems. The
services shall be completed over approximately thirty-two (32) months, with
phasing of mobilization of personnel and other inputs over that period as per
the agreed Work Program, which is expected to commence before end-December2013
and be completed before end-December 2016.
The Local Government Engineering Department (LGED) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures; description of similar assignments; experience in similar conditions; financial resources; availability of appropriate skills among staff; etc.).
The EOIs would be
reviewed on the basis of the following:
a. Age of firm (years
in relevant business).
b. Availability of key
professionals.
c. Turnover of the
consultant (financial resources).
d. Experience of the
firm in similar tasks/assignments (examples of past experience- similar nature
and/or complexity).
e. Experience of the
firm in other works (examples of other experience).
f. Establishment of
the firm.
Consultants may
associate with other firms to enhance their qualifications, and, if
association, should mention whether the association is in the form of “joint
venture” or “sub-consultancy”. It is preferable to limit the total number of
firms in an association including the Lead Firm to 4 (four).
A consulting firm will be selected in
accordance with the Quality and Cost Based Selection (QCBS) procedures as set
out in the World Bank’s Guidelines:
Selection and Employment of Consultants Under IBRD Loans And Credits &
Grants by World Bank Borrowers, January 2011.
Interested consultants may obtain further information at the address
below during office hours. A shortlist of firms will be prepared, from
the expressions of interest, for requesting proposals for this assignment.
Expressions of Interest must be delivered to the address below in sealed envelope on or before 30 September 2013 during office hours. Submission through e-mail will also be accepted provided:
(i) it is delivered by the deadlines, and
(ii) appropriate reference is made in the subject line of the email, such as “Expression of Interest for Project Management Services & Technical Assistance for Implementation of Strategy & Action Plan to Enhance LGED IT-ICT-MIS Resources & Capacity."
