Request for
Expression of Interest (EOI)
for
Selection of Senior Financial Management Specialist (National)
The
People’s Republic of Bangladesh has received a credit from the International
Development Association (IDA) and intends to apply part of the proceeds of this
credit for payments under the contracts for the Services of Senior Financial
Management Specialist under Second Rural Transport Improvement Project
(RTIP-II).
The
qualifications and experience of the consultants required for the assignment are
as follows:
Senior Financial
Management Specialist
The primary objectives of this assignment is to ensure fiduciary safeguards while facilitating the
financial management support to implementation of all the components of the project,
following World Bank guidelines and government rules and procedures.
a) No. of the Post: One
b) Duration of the Service: 30 (Thirty) months
c) Educational Qualification
Bachelors degree in Accounting/Finance/Commerce/Business
along with a professional accounting qualification (Chartered Accountant /Cost
and Management Accountant).
d) Experience & adequacy for the
assignment:
Eight
years Experience for CAs and ten years for CMAs in financial management out of
which preferably three years in a management position in any government / semi
government/ multinational
organizations/donor funded development project, being actively involved
and fully conversant with large contract payments, GOB budget and planning
procedures, Development Project Proposal, fundamentals rules and regulations of
the Government for budgeting, fund release, accounting, financial reporting &
auditing and authorization for use of donors’ funds. Experience/ exposure on
World Bank’s fund operating conditions & reporting requirements would be an
advantage.
e) Suitability:
·
Proven track
record of ability to develop a Chart of Accounts with relevance to DPP,
Disbursement Categories and Project Components and befitting the relevant
computerized accounting system and the reporting
·
Experience in the
effective supervision of personnel
·
Self guided,
strong organizational and planning skills with the ability to work
independently as a team player and under pressure
·
Strong
interpersonal communicative skills, experience in team leadership and
participatory management.
·
Ability to impart
training to the project staff on financial management system
The
Project Director, RTIP-II, LGED now invites eligible Applicants to apply for the position. Applicants
are invited to provide information indicating that they are qualified to
perform the services (complete CV with other details as required).
The
consultant will be selected in accordance with the selection of individual
consultants procedures set out in the World Bank’s Guidelines: Selection and
Employment of Consultants by World Bank Borrowers, January 2011.
Interested
Candidates are requested to collect Terms of Reference (TOR) if required from
the office of the undersigned. The advertisement is also available in the

Expressions
of Interest shall be submitted by 3:00 PM on 22/01/2015, in sealed envelope
delivered to Project Director, Second
Rural Transport Improvement Project (RTIP-II), LGED Bhaban (Level-11), LGED,
Dhaka-1207 and be clearly marked “Request for
Expressions of Interest for Selection of Individual
Consultant.
The Client reserves the right
to accept or reject any/all Expression of Interest (EOI).
