Request for Expression of Interest (EOI)

for

ICT Specialist (National)

The People’s Republic of Bangladesh has received a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this credit for payments under the contracts for the Services of ICT Specialist under Second Rural Transport Improvement Project (RTIP-II).

The primary objective of this assignment is to provide technical inputs in planning, designing, implementing and monitoring of different activities being or to be delivered by individuals, firms or stakeholders under the project in line with overall output and time framework especially relevant to ICT. The consultant will develop performance monitoring and evaluation tools taking into account the key indicators so that the project can measure efficiency and effectiveness of services delivered by individuals/ firms. The Consultant will develop and implement systematic action plan, follow-up and monitor progress with input if necessary and report systematically to the project about activities.

b) Duration of the Service: 18 (Eighteen) months

c) Educational Qualification

· Master Degree in Computer Science/Computer Application/Information Technology. Additional degree on business administration will be preferred.

d) Experience & adequacy for the assignment:

· A minimum of 15 years of relevant working experience including software development, database management and network maintenance.

· At least 10 years of experience dealing with progressively large scale ICT projects for GoB/Development Partner’s organization.

· Working experience with LGED will be a strong plus.

· Proven ability to design end-to-end architecture solutions with strong business analysis.

e) Suitability:

· Strong interpersonal communicative skills, experience in team leadership and participatory management.

· Ability to impart training to the LGED/project's staff.

· Experience of Donor funded projects.

The consultant will be selected in accordance with the selection of individual consultants procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011.

Expressions of Interest shall be submitted by 5:00 PM on 18/11/2015 in sealed envelope delivered to Project Director, Second Rural Transport Improvement Project (RTIP-II), LGED Bhaban (Level-11), LGED, Dhaka-1207 and be clearly marked “Request for Expressions of Interest for ICT Specialist.

The Client reserves the right to accept or reject any/all Expression of Interest (EOI).
