Request for Expression of Interest (EOI)

for

Outreach and Public Awareness Specialist

The People’s Republic of Bangladesh has received a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this credit for payments under the contracts for the Services of Outreach and Public Awareness Specialist under Second Rural Transport Improvement Project (RTIP-II). The overall objective of this assignment is to lead and coordinate, as a core member of the RTIP-II Project Management Unit (PMU), all aspects relevant to the Outreach and Policy Communication strategy of the project, in accordance with the provisions of the legal agreements prevailing for the RTIP-II and in line with relevant government rules and regulations. The consultant will assist the project to manage the public awareness campaign and implement related activities and prepare printed and audio-visual materials regarding the project and its components.

b) Duration of the Service: 15 (Fifteen) months

c) Educational Qualification

· Minimum Master’s Degree in communication/mass media, or relevant subject with Bachelor’s Degree in Journalism/ IT/ communication/ mass media, or relevant subject.

d) Experience & adequacy for the assignment:

At least 5 years’ experience in the public awareness creation or mass media activities or mass communication; preferably but not exclusively in developing countries with a comprehensive and in-depth expertise in development project implementation.
At least 5 years’ experience in the mass media development, multiplication, graphic design/ audio-visual clip design, in development sector and related field.
Demonstrated experience in building constructive relationships between Government agencies, civil society and other stakeholders including conflict mitigation;
Demonstrated experience in applying participatory methods.

e) Suitability:

Strong team player with the ability to work in a high-pressure environment ;
Understanding of local communities and the national political system with the ability to communicate policy, technical, and financial issues effectively and concisely both orally and in writing ;
Innovative and open-minded approach to all aspects of work ;
Strong interpersonal communicative skills, experience in team leadership and participatory management along with the capacity to think creatively in dealing with policy and operational issues while maintaining a strong client and results orientations;
Strong written and oral communication skills with fluency in English and Bangla Language and Computer literacy (MS Word, Excel and internet).

The consultant will be selected in accordance with the selection of individual consultants procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011.
