Request for Expressions of Interest (EoI)

for

Bridge Management System

 

This request for expression of interest follows the General Procurement Notice (GPN) for this project that appeared in the UN Development Business online on 22 October 2010.

 

The People’s Republic of Bangladesh has received a credit from the International Development Association (IDA), and intends to apply part of the proceeds of this credit for payments under the contracts for Bridge Management System of Second Rural Transport Improvement Project (RTIP-II).

 

LGED under the assistance of WB, developing a comprehensive web-based road maintenance database and enhancing the road maintenance priority and budget allocation system. Since, road culverts and bridges are the integral part of the road network system, there is a critical need to develop a bridge management system similar to road and structure data management system (RSDMS). For this reason, LGED plans to procure this consultancy service.

 

The LGED believes that with the existing number of large structures and the expected number of additional large structures in the coming years, it is high time for developing a dedicated Bridge Maintenance System (BMS) for LGED. Therefore, the key objective of this technical assistance is to prepare methodology, procedures and technical specifications and establish an interactive web-based bridge inventory data collection and bridge maintenance priority ranking software application tool.

 

The ultimate system will allow the agency to store pictorial database of each bridge elements with GPS co-ordinates as well as condition data including available history via web-application and is integrated with the RSDMS web-based application, which is currently being upgraded.

 

The Local Government Engineering Department (LGED) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures; description of similar assignments; experience in similar conditions; financial resources; availability of appropriate skills among staff; etc.).

 

The EOIs would be reviewed on the basis of the following:

 

a)      Registration of the firm.

b)      Age of firm (years in relevant business).

c)      Availability of key professionals.

d)      Financial resources of the consultant (turnover of last five years)

e)      Experience of the firm in similar tasks/assignments (examples of past experience- similar nature and/or complexity including cost and duration of the assignment).

f)       Experience of the firm in other works (examples of other experience including cost and duration of the assignment).

g)      Support services of the firm (office space, support staff, equipment).

 

Consultants may associate with other firms to enhance their qualifications, and, if association, should mention whether the association is in the form of “joint venture” or “sub-consultancy”. It is preferable to limit the total number of firms in an association including the Lead Firm to 4 (four). 

 

A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) procedures as set out in the World Bank’s Guidelines: Selection and Employment of Consultants Under IBRD Loans And Credits & Grants by World Bank Borrowers, January 2011.

 

Interested consultants may obtain further information at the address below during office hours. A shortlist of firms will be prepared, from the expressions of interest, for requesting proposals for this assignment.

 

Expressions of Interest must be delivered to the address below in sealed envelope on or before 22 March 2016 during office hours. Submission through e-mail will also be accepted provided:

 

(i)        it is delivered by the deadlines, and

(ii)     appropriate reference is made in the subject line of the email, such as “Expression of Interest for Bridge Management System."
