Request for Expressions of Interest (EOI)

for

ENVIRONMENTAL MANAGEMENT FRAMEWORK FOR PROPOSED BRIDGE CONSTRUCTION, REHABILITATION AND MAINTENANCE PROGRAM (BCRMP) (National)

 

 

The People’s Republic of Bangladesh received a credit (5107-BD) from the International Development Association (IDA), and intends to apply part of the proceeds of this credit for payments under the contract for Consultancy Services for the Environmental Assessment and Management Framework for Proposed Bridge Construction, Rehabilitation and Maintenance Program (BCRMP) under Second Rural Transport Improvement Project (RTIP-II). The objectives of the proposed project are to enhance connectivity of rural roads and institutional strengthening of LGED.

 

The main objective is the assignment is to prepare an Environmental Management Framework of proposed program. In order to achieve the main objective, the specific objectives of the assignment are to (i) evaluate the potential overall environmental impacts of the proposed project activities; (ii) suggest subproject specific standard environmental mitigation and monitoring plan with unit costing; (iv) identify the institutional barriers and capacity building needs for environmental management; The ultimate objective of the assignment is to prepare an Environmental Management Framework of the program, which will provide general policies, guidelines, and procedures to be integrated into the design and implementation of all sub-projects under the proposed project.

 

The Local Government Engineering Department (LGED) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures; description of similar assignments; experience in similar conditions; financial resources; availability of appropriate skills among staff; etc.).

 

The EOIs would be reviewed on the basis of the following:

 

a.       Registration of Firm

b.      Age of firm (years in relevant business).

c.       Availability of key professionals.

d.      Turnover of the consultant (financial resources).

e.       Experience of the firm in similar tasks/assignments (examples of past experience- similar nature and/or complexity).

f.        Experience of the firm in other works (examples of other experience).

g.      Support Service

 

Consultants may associate with other firms to enhance their qualifications, and, if association, should mention whether the association is in the form of “joint venture” or “sub-consultancy”. It is preferable to limit the total number of firms in an association including the Lead Firm to 3 (three). 

 

A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) procedures as set out in the World Bank’s Guidelines: Selection and Employment of Consultants Under IBRD Loans And Credits & Grants by World Bank Borrowers, January 2011.

 

Interested consultants may obtain further information at the address below during office hours. A shortlist of firms will be prepared, from the expressions of interest, for requesting proposals for this assignment.

 

Expressions of Interest must be delivered to the address below in sealed envelope on or before 17 April 2016 during office hours. Submission through e-mail will also be accepted provided:

 

(i)        it is delivered by the deadlines, and

(ii)     appropriate reference is made in the subject line of the email, such as “Expression of Interest for Environmental Assessment and Management Framework for Proposed Bridge Construction, Rehabilitation and Maintenance Program (BCRMP)"
