Interest (EOI)
for
Social Assessment and Social Management
Framework Consultant for proposed Bridge Construction, Rehabilitation and
Maintenance Program (BCRMP)

Consultant - National)
The
People’s Republic of Bangladesh received a credit (5107-BD) from the
International Development Association (IDA), and intends to apply part of the
proceeds of this credit for payments under the contract for Social Assessment
and Social Management Framework Consultant for Proposed Bridge Construction,
Rehabilitation and Maintenance Program (BCRMP) under Second Rural Transport
Improvement Project (RTIP-II). The objectives of the proposed project are to
enhance connectivity of rural roads and institutional strengthening of LGED.
The
main objective of the assignment is to prepare a Social Management Framework
(SMF) for the implementation of key components of the
project based on limited Social Assessment of the proposed project covering
some sites of similar activities of ongoing Second Rural Transport Improvement
Project (RTIP-II) and proposed sub-projects under the proposed program. In
order to achieve the main objective, the specific objectives of the assignment
are to (i) review of legal and policy framework related to land acquisition and
involuntary displacement of people, disclosure, social inclusion, gender, and
citizen engagement; (ii) evaluate the potential overall social impacts of the
proposed project activities; (iii) suggest social management approach including
disclosure, participation and citizen engagement, social inclusion, grievance
management, and costing; (iv) identify the institutional barriers and capacity
building needs for social management related to the project interventions. The
ultimate objective of the assignment is to prepare a Social Management
Framework of the project,
which will provide general policies, guidelines, and procedures to be
integrated into the design and implementation of all sub-projects under the
proposed project.
The qualifications and experience of the consultants
required for the assignment are as follows:

Master degree in Social science and relevant other
disciplines
d) Experience
& adequacy for the assignment:

Should have minimum 15 years general work experience;
·
More than 10 years of relevant experience of which minimum 3 years in
related projects;
·
Experience in multi-disciplinary areas such as social, and resettlement
aspects;
·
Knowledge on land administration, laws on and procedures of land
acquisition citizen rights including those of tribal peoples and other ethnic
minorities, and policies and laws on gender and labour
and rights to information;
·
Knowledge of international development partners’ policies on social
considerations and social safeguards, especially those of the World Bank for
infrastructure projects.
e) Suitability:
·
Ability to impart training to the project staff on Social Assessment
and Social Management Framework
·
Excellent verbal and written communication skills in both Bangla and
English.
The Project Director, RTIP-II, LGED now invites eligible Applicants to apply for the
position. Applicants are invited to provide information indicating that S/he is qualified to perform the services (complete CV with
other details as required).
The consultant will be selected in accordance with
the selection of individual consultants procedures set out in the World Bank’s
Guidelines: Selection and Employment of Consultants by World Bank Borrowers,
January 2011.
Interested Candidates are requested to collect
Terms of Reference (TOR) if required from the office of the undersigned by mail
or in person. The advertisement is also available in the website of LGED &
CPTU.
Expressions of Interest shall be submitted by 3:00 PM on 10/05/2016, in sealed
envelope delivered to Project Director, Second Rural Transport Improvement Project (RTIP-II),
LGED Bhaban (Level-11), LGED, Dhaka-1207 and be clearly marked “Request for
Expressions of Interest for Selection of Individual Consultant.
The
Client reserves the right to accept or reject any/all Expression of Interest
(EOI).
