Request for Expression of Interest (REOI)

for

Individual Consultant to carry out the Environmental Assessment of

Dredging on Rural Water Ways (National)

 

The People’s Republic of Bangladesh has received a credit from the International Development Association (IDA), and intends to apply part of the proceeds of this credit for payments under the contracts for Consultancy Services of detail Environmental Assessment of dredging of two rural water ways at Khaliajuri Upazila of Netrokona district under Second Rural Transport Improvement Project-II (RTIP-II). The project includes three components: A) Accessibility Improvement, B) Institutional Strengthening, Capacity Building & Governance Enhancement, and C) Road Safety. Under the Component A, the project includes a pilot Inland Water Transport sub-component on low impact dredging of rural water ways using local technology. As part of sub-project preparation, the Local Government Engineering Department (LGED) is going to undertake an Environmental Assessment (EA) of the Dredging of 31.90 km long branch of old Surma River from Krishnapur to Dhanpur and the Dredging of 3.70 km Link Khal from Dhanu River to Digalhati via Khaliajuri Bazar (total 35.60 km waterway) at Khaliajuri Upazila of Netrokona district.

 

The overall objective of this assignment is to carry out comprehensively environmental assessment in order to ensure that the process and outputs of environmental aspects have complied with IDA’s safeguard Operational Policies (OP)/Bank Procedures (BP) and also the policies, guidelines and strategies of the Government of Bangladesh. Specific objectives include:

 

q    To carry out Environmental Assessment of the Dredging of the old Surma River from Krishnapur to Dhanpur and Dredging of the Link Khal from Dhanu River to Digalhati.

q    To prepare an Environmental Assessment (EA) Report on the Dredging of the old Surma River from Krishnapur to Dhanpur and Dredging of the Link Khal from Dhanu River to Digalhati.

b)         Consultancy Period

The Consultant will be hired on lump sum basis. The assignment will involve maximum 3 months input as an individual consultant.

 

c)         Educational Qualification

            At least Master’s Degree in environmental engineering/science or relevant discipline.

 

d)         Experience & adequacy for the assignment:

The consultant should have at least following qualifications:

q  Minimum 10 years working experience, particularly in impact assessments and environmental management

q  Strong technical background in construction-related environmental management

q  Sufficient knowledge of World Bank specific policies and procedures

q  Good communication skills, familiarity with technical terminology of construction sector.

 

The Local Government Engineering Department (LGED) now invites eligible Applicants (“Consultants”) to indicate their interests in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (complete CV with other details as required). The consultant will be selected in accordance with the selection of individual consultants procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011.

 

Interested Candidates are requested to collect Terms of Reference (TOR) if required from the office of the undersigned. The advertisement is also available in the website of LGED & CPTU.

 

Expressions of Interest shall be submitted by 5:00 PM on 05/06/2016 in sealed envelope delivered to Project Director, Second Rural Transport Improvement Project (RTIP-II), LGED Bhaban (Level-11), LGED, Dhaka-1207 and be clearly marked “Request for Expressions of Interest for Individual Consultant to carry out the Environmental Assessment of Dredging on Rural Water Ways”.

 

The Client reserves the right to accept or reject any/all Expression of Interest (EOI).
