Request for Expressions of Interest (EOI)

for

Individual Consultant for assessing the Institutional Capacity of LGED and identifying the scope of future development through future projects of LGED (National)

The People’s Republic of Bangladesh received a credit (5107-BD) from the International Development Association (IDA), and intends to apply part of the proceeds of this credit for payments under the contract for Individual Consultant for assessing the Institutional Capacity of LGED and identifying the scope of future development through future projects of LGED (National) under Second Rural Transport Improvement Project (RTIP-II). The objectives of the proposed project are to enhance connectivity of rural roads and institutional strengthening of LGED.

The objective of the service is to identify necessary initiatives mainly Consultancy/TA Services, Training Courses (including Training Need Analysis) for LGED officials and procurement of Goods for the capacity building of LGED. The consultant will carry out his/her tasks in accordance with accepted professional standards and best practices. Especially, the consultant services will include, but not necessarily be limited to, the followings:

· Carry out literature review of relevant documents in order to understand the background of capacity building initiatives of LGED;

· Review the status of implementation of Institutional Development activities under different projects of LGED;

· Discuss with different Units/Projects of LGED to identify the demand and scope of development in respective sectors;

· Prepare a list of consultancy services and goods with estimated cost and timeline procurable under the new project of LGED.

The qualifications and experience of the consultants required for the assignment are as follows:

a) No. of the Post: One

b) Duration of the Service: 06 (Six) months

c) Educational Qualification: At least Masters Degree in any relevant discipline

d) Experience & adequacy for the assignment:

· Minimum 20 years of relevant working experience;

· Working experience on institutional development and capacity building;

· Ability to assess operational risks of institutions and suggest for capacity building;

· Demonstrated ability to work and achieve result at the individual level;

· Relevant working experience in international as well as government organizations;

e) Suitability:

· Good communication and report writing skills.

The Project Director, RTIP-II, LGED now invites eligible Applicants to apply for the position. Applicants are invited to provide information indicating that S/he is qualified to perform the services (complete CV with other details as required).

The consultant will be selected in accordance with the selection of individual consultants procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011.

Interested Candidates are requested to collect Terms of Reference (TOR) if required from the office of the undersigned by mail or in person. The advertisement is also available in the website of LGED & CPTU.

Expressions of Interest shall be submitted by 3:00 PM on 28/07/2016, in sealed envelope delivered to Project Director, Second Rural Transport Improvement Project (RTIP-II), LGED Bhaban (Level-11), LGED, Dhaka-1207 and be clearly marked “Request for Expressions of Interest for Selection of Individual Consultant for assessing the Institutional Capacity of LGED and identifying the scope of future development through future projects of LGED (National)".

The Client reserves the right to accept or reject any/all Expression of Interest (EOI).
