for
Individual
Consultant of preparing of a Draft Rural Waterway Policy (National)
The Government of Bangladesh (GOB) has received financial assistance
from International Development Association (IDA) for Second Rural Transport
Improvement Project (RTIP-II), which is under implementation by the Local
Government Engineering Department (LGED) under Local Government Division (LGD)
of the Ministry of Local Government, Rural Development and Co-operatives
(MLGRD&C). The project development objective is to improve rural
accessibility in project area and strengthen institutional capacity for sustainable
rural road maintenance. The project area includes 26 (twenty six) contiguous
districts: Pabna, Sirajgonj, Tangail, Dhaka, Manikgonj, Gazipur, Munshigonj,
Narayangonj, Narsingdi, Mymensingh, Jamalpur, Sherpur, Netrokona, Kishoregonj,
Comilla, B-Baria, Chandpur, Sylhet, Hobigonj, Sunamgonj, Moulvibazar, Noakhali,
Laxmipur, Feni, Chittagong, and Cox's Bazar. The total project cost is
estimated at around US $417 million, including physical and price
contingencies.
The objective of the assignment is to prepare a Draft Rural Waterway
Policy in consultation and discussion with the stakeholders and focus groups
being in line with the existing plans and policies of the Government of the
People’s Republic of Bangladesh.

b) Consultancy Period :
The Consultant will be hired on
lump-sum basis. The assignment will involve a maximum of 3 (three) months’
input as an individual consultant starting approximately in April 2017.
However, the consultant has to provide his/her input at various stages of the
policy formulation.
c) Educational
Qualification :
At least Masters Degree in relevant
academic discipline
d) Experience
& adequacy for the assignment:
The consultant should have at
least following qualifications:
q Minimum 15 years working experience in the
field of water ways
q Responsibilities performed in respect of
formulation of policies, manuals, strategies, laws, rules and regulations will
be preferred
q Sufficient knowledge of existing Government
policies and procedures
q Good skills in report writing, communication
and policy dialogues
The Local Government Engineering Department (LGED) now invites eligible Applicants (“Consultants”) to indicate their interests in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (complete CV with other details as required). The consultant will be selected in accordance with the selection of individual consultants procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011.
Interested Candidates are requested to
collect Terms of Reference (TOR) if required from the office of the
undersigned. The advertisement is also available in the website of LGED &
CPTU.
Expressions of Interest shall be submitted
by 5:00 PM on 09/04/2017 in sealed envelope delivered to Project Director, Second Rural Transport
Improvement Project (RTIP-II), LGED Bhaban (Level-11), LGED, Dhaka-1207 and be clearly
marked “Request for Expressions of Interest for Individual Consultant for preparing of a Draft Rural
Waterway Policy”.
The Client reserves
the right to accept or reject any/all Expression of Interest (EOI).
