Request for Expression of Interest (EOI)
For National Individual Consultants:
(1) Gender Advisor (GA)
(2) District Training Specialist (DTS);
(3)District Infrastructure Management Specialist (DIMS); and
(4) Mid-level Monitoring, Evaluation and Knowledge Management Specialist
(MEKMS).
The Government
of the People’s Republic of
Bangladesh has received a credit for Haor
Infrastructure and Livelihood Improvement Project (HILIP)) from the International Fund for Agricultural Development (IFAD) and the Spanish Food Security
Co-financing Facility Trust Fund (IFAD Loan No-I-847-BD, IFAD Grant
No-I-C-847-BD & Trust Loan No-E-3-BD) and intends to apply part of the
proceeds of this credit to cover eligible payments under the contract for the
provision of consultancy services for the project by the following National
Individual Consultants. In view of above, the Project intends to
engage the consultants. The service, experience, resource and delivery capacity
expected for the positions are outlined as follows:-

The applicant
should have a Master degree
in relevant discipline (any
branch of Social sciences,
gender
development, development
economics
or public administration
or similar). The incumbent should have professional
experience of 10 years of which at least 5 years
as advisor or consultant
in gender and development. The incumbent should have formal training
in gender analysis
and gender
planning and demonstrated
experience,
skills and expertise
in mainstreaming gender
in rural development of Bangladesh. Experience in conducting
primary gender research
is needed, and the incumbent should be familiar
with gender analysis tools
and methodologies. S/he
should have working knowledge
in computer literacy in MS Office packages.
Fluency in both oral and written communication in English is essential.

The applicant should have (Hons.) with
Master degree from a
recognized University in any disciplines The incumbent should have a total of 10
years training experience of which at least 5 years as Trainer in government,
non-government/donor funded projects/institutions/organizations. |

Education: Bachelor degree in Civil
Engineering or Diploma in Civil Engineering with specified experience. Experience: 5 years work experience in
similar nature of work out of total 10 years’ service for graduate engineers
and 15 years work experience out of total 25 years for diploma engineers.
S/he should have experience in quality control, structural design, BOQ preparation, supervision of civil and labour intensive works. The incumbent should have sufficient
knowledge in computer literacy on MS Office, MS Excel, Power point, Auto-Cad,
drawing, designing and other computer operations. S/he should have well proficiency
in operating various computer operations. |

Mid-level
Monitoring, Evaluation and knowledge Management Specialist (MEKMS) |

The applicant
should have a Master degree
from a reputed university
in relevant discipline (Social Sciences, Economics,
Geography, Agricultural sciences or
relevant fields). The incumbent should have total experience of 10 years of which for at least 5 years as
M&E consultant/Officer in government
projects/donor funded
projects. The
incumbent should have formal
training in M&E reporting,
survey, impact study
and also in similar
activities for infrastructure
and Livelihood intervention especially in Bangladesh.
S/he should have good
knowledge in computer
literacy in MS Office packages
and Computer based analysis tools. Fluency in both oral and written communication in English
is essential. |

The Project Director now
invites eligible applicants to indicate their interest in providing the
services. Interested applicants are invited to provide information indicating
that they are qualified and competent to perform the services with a complete
CV having one copy of recent passport size photograph and other details as
required as per the application forms of RFA document provided by the
undersigned.
Only one consultant will be selected in accordance
with the PPR-2008. It is expected that the services may be commenced
on January 2019
and continued up to June 2020. Interested
applicants may obtain further information and collect the request for
application (RFA) documents by applying to the address mentioned above during
office hours up to 26/12/2018 at 5:00 PM. Expressions of interest shall be submitted by the applicants on or before 27/12/2018
at 2.00 PM in sealed envelope delivered to
the undersigned and be clearly marked “Expression of interest for short-listing of the relevant position”.
