For Selection of Consultants (National-Individual)

The Government of the People’s Republic of
Bangladesh (GoB) has received a credit for Haor Infrastructure and Livelihood Improvement Project
(HILIP) from International Fund for Agricultural Development (IFAD) and the
Spanish Food Security Co-financing Facility Trust Fund (IFAD Loan No. I-847-BD, IFAD Grant No.
I-C-847-BD & Trust Loan No. E-3-BD) and intends to
apply part of the proceeds of this credit to cover eligible payments under the
contract for the provision of consultancy services for the project by the
following individual national consultants.
The services, experience, resources and delivery
capacity expected for each position are as follows:-

Livelihood & Training Specialist |

At
least 4-year graduate degree in agriculture, economics, agri-economics,
management, finance, marketing, business studies, or development studies;
post-graduate degree in these fields will be preferred. At
least 15 years working experience - of which at least 4-5 year experience as consultant/specialist - in rural development, agricultural
development, livelihoods, value chain development, and further experienced in project designing,
monitoring and training in relevant areas will be preferred. |
Act
as Technical Advisor to PD on
livelihoods issues; provide guidance
to district and upazila offices; undertake field visits to observe
progress; provide necessary corrective
measures and monitor the impact of livelihoods activities; coordinate with GoB
line departments, and other stakeholders for successful implementation of the
component; l conduct training and
survey on livelihoods development issues and prepare reports. Respective ToR and
Agreement will detail out the responsibilities of the individuals. |
HILIP/13/S-04 |
M&E and KM Specialist |
1(one) |
At least Masters in Development
management./ Statistics/Economics and have at least 10 year experience
as lead Specialist/Consultant in M&E with KM skill for government
project, preferably funded by IFAD |
Act as a key Specialist in designing and set up a
comprehensive M&E system and take it into operation at all levels;
produce internal and external periodic and annual progress reports; design
different studies to assess the impact at different results (output, outcome,
impact) levels in guidance of IFAD. Knowledge Management will be one key
responsibility of the specialist for the results dissemination of the project
results. Respective ToR and
Agreement will detail out the responsibilities of the individuals. |

Community Resource Management/Fisheries Specialist |
1(one) |
At least Masters in Social science/
Geography/Environment/Live Science
with 5 year experience in community based resource management,
preferably open water fisheries in government project of total 10 year
service |
Develop a system for community based natural
resource management that will be productive and sustainable; set-up a
monitoring system to assess the progress of the management and produce
report. He/she will train the staff as well to develop the skill of them for
better resource management. Respective ToR and
Agreement will detail out the responsibilities of the individuals. |
The Project
Director, Haor Infrastructure and
Livelihood Improvement Project (HILIP) now invites eligible Applicants to indicate
their interest in providing the services. Interested Applicants are invited to
provide information indicating that they are qualified to perform the services (Complete
CV with other details as required as per the applications forms (RFA) provided
by the undersigned)
A consultant will be selected
using the selection sub methods in accordance with the Public Procurement Rules
2008, issued by the GoB. It is expected that the services may be commenced on September 2013.

For Selection of Consultants
(National-Individual):
1. Project Planning & Implementation
Specialist: Act as a key and Senior Specialist in planning and implementation
of the project; develop all operation
manuals of the project component/ activities and advise PD to implement
that; prepare AWPB and advise PD to
implement and review that to achieve effective results.( No of post:01)
2. Quality
Control Engineer: Supervision of infrastructural works; ensure total quality
control of works including the work done by the contractors and LCS; assist in preparing
proper tender document and look after the maintenance of infrastructure works
for ensuring its quality and sustainability. ( No of post:01)
3. Livelihood & Training
Specialist: Act as Technical Advisor to PD on livelihoods issues; provide guidance to district and upazila offices;

2 Design Engineer: Act as a key Specialist
to design all the civil works of the project; review its efficiency and take
necessary revisions to make the structure sustained considering all the
compliances laid in project. ( No of post:01)
3 Fisheries Advisor: Act
as advising in community based resource management particularly in open water
fisheries; reviewing its progress and suggest for proper management considering
its sustainability. ( No of post:01)

For Selection of Consultants
(National-Individual):

Procurement Specialist: Act as to develop
comprehensive guidelines /Manual for all (work, good and service) procurements
of the project in light of PPR 2008 and IFAD procurement rules; have to train and develop the concerned staff
to carry on the procurements abide by the rules of procurement. ( No of

Gender Advisor: Act as to develop a gender
policy/strategy for the project; develop comprehensive training manual for
promoting gender at all levels of the project. The specialist will train the
staff on gender and review the impact of gender development of the project. (
No of post:01)

as consultant/ Advisor/Specialist
in relevant field out of total 20 year service.

experience as consultant/Specialist in relevant field out of total 20 year
service.
For
post of Livelihood & Training Specialist: At
least 4-year graduate degree in agriculture, economics, agri-economics,

post-graduate degree in these fields will be preferred.

commerce/Science with at least 10 year
experience in procurement of work, good and service for government project.
For post of Gender Advisor: At least Masters in relevant disciplines (Social science, Gender and Development,
Development economics etc) and have
professional experience as
advisor/consultant for at least 10 year in gender and
development for government project
out of total 20 year service.
For post of Community
Resource Management/Fisheries
Specialist: At least Masters in Social science/ Geography/Environment/Live
Science with 5 year experience in
community based resource management, preferably open water fisheries in
government project of total 10 year service.
