Request for Expression of Interest

For Selection of Consultants (National-Individual)

The Government of the People’s Republic of Bangladesh (GoB) has received a credit for Haor Infrastructure and Livelihood Improvement Project (HILIP)) from International Fund for Agricultural Development (IFAD) and the Spanish Food Security Co-financing Facility Trust Fund (IFAD Loan No. I-847-BD, IFAD Grant No. I-C-847-BD & Trust Loan No. E-3-BD) and intends to apply part of the proceeds of this credit to cover eligible payments under the contract for the provision of consultancy services for the project by the following individual national consultant.

In view of above, the Project intends to engage same consultant. The services, experience, resources and delivery capacity expected for the position is as follows:-

He/she should have experience in quality control, structural design, scheme preparation, BOQ preparation, supervision of civil and labour intensive works. The incumbent must have computer proficiency (MS Office, Auto-Cad etc.)	Supervision of infrastructure works. Ensure total quality control of works including the works done by the contractors and LCS. He/She will assist in preparing proper document and look after the maintenance of infrastructure works for the quality and sustainability. Assist Project Director, PMU in livelihood improvement activities.
HILIP/14/SD2	Mid-Level Livelihoods Specialist	1(one)	The incumbent should have at least bachelor in agriculture, agri-economics, economics, Doctor of Veterinary Medicine, Animal Husbandry. Preference will be given to those candidates who have worked with IFAD (International Fund for Agricultural Development) funded project and have minimum 5 (Five) years working experience out of total 10 years of service. The incumbent must have computer proficiency.	Assist Livelihood and Training Specialist (LTS) on livelihood issues. He/She will be directly supervised by the LTS. Provide guidance to district and upazila offices. Undertake field visits to observe impact of livelihood activities; and advise to implement livelihood activities as per plan.Prepare progress of livelihood component from PMU.Coordinate with line departments and stakeholders including other development projects in haor areas.

The Project Director,Haor Infrastructure and Livelihood Improvement Project (HILIP) now invites eligible Applicants to indicate their interest in providing the services. Interested Applicants are invited to provide information indicating that they are qualified to perform the services (Complete CV with other details as required as per the applications forms (RFA) provided by the undersigned).

A consultant will be selected using the Time-based selection sub method in accordance with the Public Procurement Rules 2008, issued by the GoB. It is expected that the services may be commenced on December 2014.

Expressions of Interest (EOI) shall be submitted by the applicants on or before 22/10/2014 by 1.00pm, in sealed envelope delivered to the undersigned and be clearly marked “Request for Expressions of Interest” for Selection of individual consultant along with the name of the post. Only short listed applicants will be invited for interview.
