Request for Expression of Interest

For Selection of Consultants (National-Individual)

The Government of the People’s Republic of Bangladesh (GoB) has received a grant for Haor Infrastructure and Livelihood Improvement Project (HILIP) including Climate Adaptation and Livelihood Protection (CALIP) from International Fund for Agricultural Development IFAD’s Adaptation for Smallholder Agriculture Programme (ASAP) Trust fund(ASAF Trust Grant No. G-COFIN-ASP-847A-BD) and intends to apply part of the proceeds of this grant to cover eligible payments under the contract for the provision of consultancy services for the project by the following individual national consultant.

In view of above, the Project intends to engage same consultant. The services, experience, resources and delivery capacity expected for the position is as follows:-

CALIP/14/SD1	Senior Climate Change Specialist (SCCS)	1(one)	A Masters level degree in one of the following disciplines of Ecology in Aquatic Environments; Community-Based Natural Resource Management; Physical Geography; Water Resources Engineering or Civil Engineering. At least 15 years relevant work experience in rural development with a focus on climate change adaptation and familiar with issues of the Haor.	Responsible for coordinating all Climate Change Agenda (CCA) in the Haor region, oversee the development of strategic knowledge management and build CCA capacity, coordinate the development of flash flood forecasting system and oversee the action research studies of the partner institutions; like-IWFM(BUET), BMD, FFWC(BWDB), IWM. Monitor results of action research and field tests on climate change. Lead climate sensitive pro-poor policy dialogue for strengthening local access, control and management of natural resources and development of pro-poor CCA pathways.
CALIP/14/SD2	Senior Development Specialist (SDS)	1(one)	The incumbent should have at least BSc in Civil, Mechanical, or electrical engineering, or Bachelor (4 years under-graduate degree) in business administration, agriculture, forestry or economics from a reputed university. At least 10 years relevant work experience in rural development with specific focus on off-farm training.	Responsible for management and coordination of vocational training (forestry, off-farm & community infrastructure) activities; evaluate training needs, select trainees and trainers; participate in all technical and management discussion regarding vocational training and employment creation; establish linkages with value chain development and diversification; coordinate with the other relevant departments for disseminating the new technologies.

The Project Director,Haor Infrastructure and Livelihood Improvement Project (HILIP) now invite eligible applicants to indicate their interest in providing the services. Interested Applicants are invited to provide information indicating that they are qualified to perform the services (Complete CV with other details as required as per the applications forms (RFA) provided by the undersigned).

A consultant will be selected using the Time-based selection sub method in accordance with the Public Procurement Rules 2008, issued by the GoB. It is expected that the services may be commenced on January2015.

Expressions of Interest (EOI) shall be submitted by the applicants on or before 10/12/2014 by 1.00pm, in sealed envelope delivered to the undersigned and be clearly marked “Request for Expressions of Interest” for Selection of individual consultant along with the name of the post. Only short listed applicants will be invited for interview.
