Request for Expression of Interest (EOI)
for
selection of National Individual Consultant: Climate
Change Specialist (CCS)

The
Government of the People’s Republic of Bangladesh (GOB) has received a grant from
IFAD’s (International Fund for Agricultural Development) adaptation for smallholder
agriculture program (ASAP) Trust fund (ASAP Trust Grant No. G-COFIN-ASP-847A-BD)
for Haor Infrastructure and Livelihood Improvement Project
(HILIP) including Climate Adaptation and Livelihood Protection (CALIP): a
supplementary project of HILIP and intends to apply part of the proceeds of
this grant to cover eligible payments under the contract for the provision of
consultancy services for the project by the following individual national
consultant.
In view of above, the project intends to engage the
same consultant. The services, experience, resources and delivery capacity
expected for the position is as follows:-

A master level degree in one of the following disciplines of water
resources engineering (WRE) /civil engineering (CE)/ ecology in aquatic environments
or environmental management/ community-based natural resource management/physical
geography. Basic degree shall be B.Sc. in civil engineering or water resource
engineering. At least five (5) years relevant working experience out of a total ten (10) years working experience shall be required in
rural development with a focus on climate change adaptation and familiar with
the issues of Haors. Preference will be given to
the applicant familiar with the activities regarding development of flash
flood early warning system. |
The incumbent shall be responsible for: ·
Coordinating & leading all climate change
agenda in the Haor regions and oversee the
development of strategic knowledge management and building climate change
adaptation capacity (CCAC) ·
Coordinating the development of flash flood
early warning system (FFEWS) and
oversee the action research studies/ activities of the partner institutions
like-IWFM (BUET), BMD, BWDB & IWM etc. ·
Establishing climate change cell (CCC) within LGED to pull together
climate change best practices from all IFAD’s and other donor aided projects
implemented by LGED and to facilitate cross-fertilization. ·
Leading climate sensitive pro-poor
policy dialogue for strengthening local access/control/ management of natural
resources and development of pro-poor climate change adaptation pathways. ·
Providing hydrological inputs to
canals & Beels for re-excavation and assistance
in designing & building model village, flash flood platforms (Killas). |
The project director
of Haor Infrastructure and Livelihood Improvement Project (HILIP) including Climate
Adaptation & Livelihood Protection (CALIP): a supplementary project of
HILIP now invites
eligible applicants to indicate their interest in providing the services.
Interested applicants are invited to provide information indicating that they
are qualified and competent to perform the services (A complete CV with other
details as required as per the application forms (RFA) provided by the
undersigned).
Only one consultant will be selected
using the Time-Based Selection
method in accordance with the Public Procurement Rules-2008 (PPR-2008), issued by the GOB. It is expected that the services may be commenced
on August 2015.

information and collect the request for application (RFA) documents /forms by
applying to the address below during office hours up to 14/06/2015.
Expressions of interest (EOI) shall be submitted by the applicants on or before 15/06/2015
by 2.00 pm, in sealed envelope delivered to the undersigned and be clearly marked
“Request for expression of interest for selection of individual consultant: climate
change specialist.” Only short
listed applicants will be invited for
interview.
