Invitation for Expression of Interest (EOl)
For
Providing
vocational training on repairing of Diesel Engines, Pump, Motor Cycles, Mobile
Phones, Computers and Refrigerators
1. The
Government of the People’s Republic of Bangladesh has received a grant from
IFAD’s (International Fund for Agricultural Development) Adaptation for
Smallholder Agriculture Program (ASAP) Trust fund (ASAP Trust Grant No: G-COFIN-ASP-847A-BD) for the Haor
Infrastructure and Livelihood Improvement Project (HILIP) including Climate
Adaptation and Livelihood Protection (CALIP) and intends to apply part of the
proceeds of this grant to cover eligible payment under the contract for the
provision of vocational training on
repairing of Diesel Engine/Motor Cycle/Mobile
Phone/Computer/Refrigerator with the provision of linkage of the participants to the respective job markets in the country.
2. The project has a budget allocation for undertaking
vocational training program on different trades (mentioned above) for a total of 91 batches of (91x20=1820) participants from 5 (Five) Haor districts namely
Sunamgonj, Hobogonj, Kishoregonj, Brahman Baria & Netrokona.
3. The objectives of the project is to improve the living standards and reduce
poverty & vulnerability of the haor-poor by providing national level standards
vocational training and linking the articipants to job markets in the
respective fields
4. In pursuance of the project
objectives, experienced service providers (Vocational training providing
institutes/firms/NGOs) will be engaged to impart those trainings within/adjacent
to the project area
5. The Terms of Reference (TOR) for each package (Package-1, Package-2,
Package-3, Package-4 and Package-5) can be downloaded from the LGED website: www.lged.gov.bd or may be available in
the office of the undersigned during office hour upto 25-10-2015
6. The project now invites expression of interest (EOI) from the eligible
service providers for preparing a short-list to provide the stipulated
services. The eligible service providers within the context of this request for
EOI, should be formally constituted and registered under the laws of the
Government of Bangladesh, shall be deemed to have registration from the office
of: (a) The Director General,
Department of Social welfare or, (b)
The Director General, Department of Women affairs, or (c) The Director General, NGO Affairs Bureau or (d) The Register, Joint Stock Company
or (e) The Director General, Youth
Development Department and shall have registered Head Office and several regional/local
offices at District and/or Upazila levels spread over the country specially in
the Haor regions and have own major vocational activities, be qualified, be experienced
to perform the service as deemed by the project, be technically/financially/logistically
sound and be in active business in the respective fields for last 5 (Five) years.

8. For each package, a total of five to seven (5-7) service providers will
be short listed and one of the short listed organizations (Vocational training
providing institutes/firms/NGOs) per package will be finally contracted under
this EOI to carry out the services. The short-listed service provider will be
subsequently requested to submit its Technical and Financial proposals in
separate envelops. The service provider for each package will be selected
through competition using Quality and Cost Based Selection (QCBS) method in
accordance with the PPR- 2008.
9. The interested service providers shall submit their EOIs including the
following information:
A. General information of the organization:
i) Name and address with Organization's Brochure,
ii)
Number of years in active business
B. Mandatory information of the organization:
i) Updated Trade license and Registration number with year and name of the agency,
ii) TIN and VAT Registration number,
iii) Average Annual Turnover for last 3 FYs (2012- 2013, 2013-2014 & 2014-2015) only
iv) Total number of permanent staff in pay- roll
v) List of only key professional personnel with names/date of birth/educational qualification and experience in permanent pay-roll,
vi) List of offices/training centres/workshops
with address/areas in squre feets and list of logistics.
vii) Number of similar contract
(vocational training) completed in last 3 FYs only
viii) Value of similar contract
(vocational training) completed in last 3 FYs only
ix) Number of participants trained (vocational
training) in last 3 FYs
x) Number of participants linked to the job
market in last 3 FYs
10. The project if necessary, may perform field verification regarding
correctness of the information and other statements/documents provided by the service
provider in the EOI and if found incorrect or vilified, the concerned EQI will
be rejected at any stage of the short listing process or even beyond that. The service
provider submitting the EOI shall produce necessary documents upon demand by the
project
11. The Undersigned will not be responsible for any cost or expenses
incurred in connection with the preparation or delivery of the EOI and visit to
any office or site whatsoever.
12. One service provider can submit
one EOI only
13. Joint Venture/Consortium/Associations (JVCA) will be allowed for the
EOI. It is preferable to limit the total number of service provider to a
maximum of 3 (three).
14. Interested service providers may obtain further information at the
address below during office hours.
15. EOI should be submitted on or before 26/10/2015, up to 2.00 PM in
sealed envelope delivered to the Project Director of HILIP-CALIP, LGED-RDEC
Bhaban (Level-3), LGED HQ, Agargaon, Sher-e-Bangla Nagar, Dhaka-1207, Bangladesh
and submitted EOIs will be opened at 2:30 PM on the same day (26/10/2015)
16. The Procuring Entity (PE) reserves the right to accept or reject any or
all EOIs without assigning any reason whatsoever.

Terms of Reference (TOR) for Vocational Training on
Diesel Engine and Pump Repairing
(Package -01)
1.
Background of the Project:
Haor Infrastructure and
Livelihood Improvement Project (HILIP) is a project of the Ministry of Local
Government, Rural Development and Cooperatives funded by the IFAD, Spanish
Trust Fund & GOB. LGED is implementing HILIP in 28 upazila under five Haor
based districts namely Brahmanbaria , Habiganj , Kishorgonj , Netrokona and
Sunamganj started from January 2012 and to be continued up to June 2019 with a total cost of USD118 million. HILIP
was approved by ECNEC on 05 June 2012 and by IFAD on 18 July 2013.
The Climate Adaptation and
Livelihood Protection (CALIP) is a supplementary project of IFAD assisted Haor
Infrastructure and Livelihood Improvement Project (HILIP) .CALIP is financed
from IFAD’s Adaptation for Smallholder Agriculture Program (ASAP) with USD15 million;
the combined total financing of HILIP and CALIP amounts to USD 133 million.
HILIP
was designed for scaling-up a number of successful innovations piloted under
IFAD assisted Sunamganj Community Based Resource Management Project (SCBRMP).
Several innovations of the SCBRMP are being scaled up by HILIP and those that
have proven to be useful for climate change adaptation responses will be scaled
up by CALIP. It will also introduce a number of innovations including
restoration of communication, skill development, vocational training, capacity
building which all together help to construct a comprehensive response for
building community and ecological resilience to climate change. Locally
available environment friendly natural materials will be used in all of CALIP
activities following traditional methods.
2. Objectives
of the Assignment :
The specific objective of the
Assignment is to provide Vocational
training in non-farm areas like Diesel Engine and Pump Repairing with a view to remove people’s
dependency on the natural resource base practice/s and also to earn good wages.
This is a part of the diversification strategy to reduce dependence on rice and
fisheries as the main livelihoods in the Haor. The expansion of the proposed
sectors is expected to increase and diversify sources of income for poor
households. Moreover, the service
provider will make linkage with related companies, mill -factories etc, to
create employment opportunities for the trained personnel that can lead to better employment
opportunities.
3.
Scope of the Services
The following are the main focus
for the training program:
3.1 A
total of 400 people ( consisting of 20 batches @ 20 participants per batch) starting from 2015-16
to 2018-19 financial year covering five project
districts namely Brahmanbaria , Habiganj , Kishorgonj ,
Netrokona and Sunamganj consisting
of 28 upazilas.
3.2 There is a scope to provide
30% women in different vocational trade courses suitable for them to address
the gender issue. After the training programs, the employment rate of the
trainees will be evaluated by the project.
The selected
Service Provider will arrange to make linkage with the intending job providers
for the trained participants. Service Provider will ensure jobs for at least
60-70% of the participants trained under his institute. The rest 30-40% will be
self employed and also be established by starting a small trade by himself. Further,
before mobilization of the participants their choice will be taken through a
prescribed format. An amount of cost is also included with the budget
expenditure for job placement
3.3 The particulars of package 01 is given in
the following (Table -1)

3.4 Area selection: The project is working in 165 unions
of 28 upazilas under five haor districts since July 2014. . In Brahmanbaria district- 6 upazilas ,
Habigonj district - 3 upazilas , Kishoregonj
district -4 Upazila ,Netrokona district -4 upazila) and Sunamganj district -11
upazila.
The trainings
will preferably be arranged in the Service Providers Training Centers located
in different places like District HQ, Regional HQ, Divisional HQ, and in other
important centers where the established training centers and training facilities
they have. The trainings may also take
place in Dhaka city centers if the facilities are available.
3.5 Participants
selection and mobilization: The selection of participants will be done by
the project staff as per set criteria and the project will mobilize those
participants to the service providing institutional training Centers. The selection of
participants will be based on the following criteria.
Ø Young adult from poor families
from the project area
Ø Poor households living in the haor and hard core
poor having no Job
Ø Women from poor households, destitute, widow and divorcee
and small traders working in local
markets
Ø Having age between 17 to 35.
Ø Academic
qualification of participants based on the requirement of the particular trades.
Upazila and district wise breakup
of the number of participants for the Package no-01 is enclosed in Appendix – 3.
3.6 Nature of Training will be of residential type. Preference will be given for those reputed
training providing institutes/ firms/organizations which have their own
residential facilities within training providing institutes. Preference will also
be given to those NGOs/ Companies/ Service Provider which have Regional/
District/ Zonal Training Centers and RPL (Recognition of Pure Learning)
accredited by BTEB.
To maintain national& international
standard in support of job placement; the duration of training needs to be 360
hours equivalent to 45 days (8 hrs x 45).
In selecting participants Project will
consider those who agree to stay the whole training period in the Training
Institute premises. Moreover, the entire cost of the training including food, lodging
and travel cost of the participants will be borne by the project. So no
expenditure needs to be borne by the participants from their own pocket.
As the participant will be directly benefited
through training hence other family members will support his family if necessary
during his absence. In DPP there is no sufficient budget to provide daily training
allowance to the participants.
3.7 The agreement will be renewed for 3 years at the end of the first year, upon the provision of satisfactory services.
4.
Specific
responsibilities of the Service Provider.
HILIP
intends to hire reputed training providing institutes/ firms/organizations
having a team of professionally competent and well experienced trainers/experts
for providing quality vocational training and utilization of the given training
cost very effectively in the field (but not
limited to) under package -01 is Diesel Engine and Pump Repairing.
4.1 The Service Provider will
design, plan and implement the vocational training package which will include activities such as preparation
of training schedule ,Training manual
,Audio- visual aids, leaflets , Lecture notes, Flip Chart and other supportive
training aids in Bengali so that the participants can easily understand and
utilize the training skill effectively. The Service Provider will provide
standard training to selected CALIP
participants consisting of five haor districts following standard curriculum
and modules by skilled and expert Trainers( Qualification and experience of
trainers and other staff are mentioned in Annexure-1)
4.2
The Service Provider will arrange residential
accommodation for 20 participants in each batch for 45 days residential
training both for male and female separately with breakfast, lunch, dinner of
sufficient quantity. The Service Provider will also provide safe guard for
participants in class rooms in residential hostel including First Aid treatment
and emergency medical services required if any. The Service Provider will
arrange full time safe accommodation and foods for the trainees with sufficient
quantity.
4.3 Structure
of courses will be designed according to guideline and consultation with PMU
based on the technical specification, needs and utility of the service as
national standard. The duration of the training course will be 45 days
equivalent to 360 hours for competing in the job markets.
4.4 The Service Provider will arrange
sufficient Logistics/Lath/ Tools/ equipment/ requisite physical facilities,
Class room facilities, Laboratory facilities, workshop facilities, practical
training facilities for 20 person at a time including congenial and hygienic
sitting arrangement for conducting the training on Diesel Engine and Pump Repairing.
4.5 The
Service Provider must have the
sufficient Trade wise requisite skilled
and experienced trainers and support staff(s) for imparting theoretical
and practical training on Diesel Engine and Pump Repairing. The Service Provider will also engage one responsible
training Coordinator for coordinating between the client and the Service Provider
(Qualification and experience of coordinator and other staff are mentioned in
Annexure-1)
4.6 The following is the tentative schedule

4.7 The
Service Provider shall have their own hostel/rented facilities & employ one
full time hostel Manager and Mess boy/women for the participants during
training period. The Service Provider
will serve standard nutritious breakfast, Lunch and Dinner every day to the
participants as per menu provided in Annexure – 2 with sufficient amount.
4.8 The
Service Provider shall have the facilities of full time electricity / Generator
supply for smooth conducting of training and other facilities as required for
the training course.
4.9 The
Service Provider will award training certificates printed on high quality paper
to all successful participants ceremonially. Moreover the Service Provider will
ensure safety and security to the participants, impart mostly practical and job
oriented training to the participants ,responsible to produce Statement of
Expenditure(SOE) to HILIP for audit purpose for each and every cost
incurred, take health care of
participants during training period (if any).
4.10 The Service Provider will make linkage
between participants and job providers and will ensure jobs for at least 60 –
70% participants and the rest will be self employed and the project will pay a
lump sum amount to the Service providers a cost for the job linkage.
4.11
The Service Provider will arrange some extra activities for raising the
vocabulary of the participants by some English Words/sentences.
4.12
The Service Provider will seat with HILIP once in two months, where discussion
on progress and constraints of the previous month will be held. Action to be taken
and the key actors for the task concerned will be identified for solution. In
case of any items not covered here the coordination meeting should come up with
recommendations.
4.13 The Service Provider must submit license,
VAT registration certificate and TAX payment certificate with TIN.
4.14
The Service provider should have at least 5 years working experience in the
area of providing vocational training
for job oriented employment opportunities; must have capability to successfully
conduct training programs as per course; must have financial capability to
handle this type of services; must have the ability to achieve at least 60 - 70%
job placement of trainees and must have the satisfactory infrastructure
facilities (theoretical and practical classroom, training equipments etc.) as
well as accommodation facilities (food, lodging and health care services etc.)
4.15
The Service Provider will transfer the Knowledge/ Skill to the participants
regarding
Diesel Engine
and Pump Repairing.
4.13: Before starting the training; the service
provider will evaluate/check the level of knowledge of participants through a
Pre Test. Similarly a Post Test is to be conducted to evaluate the level of
achievement. The test questions are to be prepared in consultation with HILIP/IFAD.
4.14 Completion Report- Quarterly Report, Half
yearly Report, and Yearly Report: The Service Provider shall bind to
produce Training Conduct Report (both soft and hard copy) to the client as per
following format.

these sorts of reports in approved Magazines and accredited Journals,
website in a befitting manner with photographic
support of the participants, their result, performance and job linkage etc.
The Service Provider shall bound Provide other
information, data to the client as and when required.
4.15 The Service Provider will preserve and when
necessary will provide all vouchers and other documents of expenditure for
audit by the Client/GoB/IFAD.

Background of the Project:
Haor Infrastructure and
Livelihood Improvement Project (HILIP) is a project of the Ministry of Local
Government, Rural Development and Cooperatives funded by the IFAD, Spanish
Trust Fund & GOB. LGED is implementing HILIP in 28 upazila under five Haor
based districts namely Brahmanbaria , Habiganj , Kishorgonj , Netrokona and
Sunamganj started from January 2012 and to be continued up to June 2019 with a total cost of USD118 million. HILIP
was approved by ECNEC on 05 June 2012 and by IFAD on 18 July 2013.
The Climate Adaptation and
Livelihood Protection (CALIP) is a supplementary project of IFAD assisted Haor
Infrastructure and Livelihood Improvement Project (HILIP) .CALIP is financed
from IFAD’s Adaptation for Smallholder Agriculture Program (ASAP) with USD15 million;
the combined total financing of HILIP and CALIP amounts to USD 133 million.
HILIP
was designed for scaling-up a number of successful innovations piloted under
IFAD assisted Sunamganj Community Based Resource Management Project (SCBRMP).
Several innovations of the SCBRMP are being scaled up by HILIP and those that
have proven to be useful for climate change adaptation responses will be scaled
up by CALIP. It will also introduce a number of innovations including
restoration of communication, skill development, vocational training, capacity
building which all together help to construct a comprehensive response for
building community and ecological resilience to climate change. Locally
available environment friendly natural materials will be used in all of CALIP
activities following traditional methods.
7. Objectives
of the Assignment :
The specific objective of the
Assignment is to provide Vocational
training in non-farm areas like Motor Cycle Repairing with a view to remove people’s
dependency on the natural resource base practice/s and also to earn good wages.
This is a part of the diversification strategy to reduce dependence on rice and
fisheries as the main livelihoods in the Haor. The expansion of the proposed
sectors is expected to increase and diversify sources of income for poor
households. Moreover, the service
provider will make linkage with related companies, mill -factories etc, to
create employment opportunities for the trained personnel that can lead to better employment
opportunities.
8.
Scope of the Services
The following are the main focus
for the training program:
3.1 A
total of 400 people ( consisting of 20 batches @ 20 participants per batch) starting from 2015-16
to 2018-19 financial year covering five project districts namely Brahmanbaria,
Habiganj , Kishorgonj , Netrokona and Sunamganj consisting of 28 upazilas.
3.2 There is
a scope to provide 30% women in different vocational trade courses suitable for
them to address the gender issue. After the training programs, the employment
rate of the trainees will be evaluated by the project.
The selected Service Provider
will arrange to make linkage with the intending job providers for the trained
participants. Service Provider will ensure jobs for at least 60-70% of the
participants trained under his institute. The rest 30-40% will be self employed
and also be established by starting a small trade by himself. Further, before
mobilization of the participants their choice will be taken through a
prescribed format. An amount of cost is also included with the budget
expenditure for job placement
3.3 The particulars of package 02
is given in the following (Table -1)

3.4 Area
selection: The project is working in
165 unions of 28 upazilas under five haor districts since July 2014. . In Brahmanbaria district- 6 upazilas ,
Habigonj district - 3 upazilas , Kishoregonj
district -4 Upazila ,Netrokona district -4 upazila) and Sunamganj district -11
upazila.
The trainings will preferably be arranged in the Service
Providers Training Centers located in different places like District HQ,
Regional HQ, Divisional HQ, and in other important centers where the
established training centers and training facilities they have. The trainings may also take place in Dhaka
city centers if the facilities are available.
3.5 Participants
selection and mobilization: The selection of participants will be done by the project
staff as per set criteria and the project will mobilize those participants to
the service providing institutional training Centers. The selection of participants will be based on the following criteria.
Ø Young adult from poor families
from the project area
Ø Poor households living in the haor and hard core
poor having no Job
Ø Women from poor households, destitute, widow and divorcee
and small traders working in local
markets
Ø Having age between 17 to 35.
Ø Academic
qualification of participants based on the requirement of the particular trades.
Upazila and district wise breakup
of the number of participants for the Package no-02 is enclosed in Appendix – 3.
3.6 Nature of Training will be of residential type. Preference will be given for those reputed
training providing institutes/ firms/organizations which have their own
residential facilities within training providing institutes. Preference will also
be given to those NGOs/ Companies/ Service Provider which have Regional/
District/ Zonal Training Centers and RPL (Recognition of Pure Learning)
accredited by BTEB.
To maintain national& international
standard in support of job placement; the duration of training needs to be 360
hours equivalent to 45 days (8 hrs x 45).
In selecting participants Project will
consider those who agree to stay the whole training period in the Training
Institute premises. Moreover, the entire cost of the training including food, lodging
and travel cost of the participants will be borne by the project. So no
expenditure needs to be borne by the participants from their own pocket.
As the participant will be directly benefited
through training hence other family members will support his family if
necessary during his absence. In DPP there is no sufficient budget to provide
daily training allowance to the participants.
3.7 The agreement will be
renewed for 3 years at the end of the first year, upon the provision of
satisfactory services.
9.
Specific
responsibilities of the Service Provider.
HILIP
intends to hire reputed training providing institutes/ firms/organizations
having a team of professionally competent and well experienced trainers/experts
for providing quality vocational training and utilization of the given training
cost very effectively in the field (but not
limited to) under package -01 is Motor Cycle Repairing.
4.3 The Service Provider will
design, plan and implement the vocational training package which will include activities such as preparation
of training schedule ,Training manual
,Audio- visual aids, leaflets , Lecture notes, Flip Chart and other supportive
training aids in Bengali so that the participants can easily understand and
utilize the training skill effectively. The Service Provider will provide
standard training to selected CALIP
participants consisting of five haor districts following standard curriculum
and modules by skilled and expert Trainers( Qualification and experience of
trainers and other staff are mentioned in Annexure-1)
4.4
The Service Provider will arrange residential
accommodation for 20 participants in each batch for 45 days residential
training both for male and female separately with breakfast, lunch, dinner of
sufficient quantity. The Service Provider will also provide safe guard for
participants in class rooms in residential hostel including First Aid treatment
and emergency medical services required if any. The Service Provider will
arrange full time safe accommodation and foods for the trainees with sufficient
quantity.
4.3 Structure
of courses will be designed according to guideline and consultation with PMU
based on the technical specification, needs and utility of the service as
national standard. The duration of the training course will be 45 days
equivalent to 360 hours for competing in the job markets.
4.4 The Service Provider will arrange
sufficient Logistics/Lath/ Tools/ equipment/ requisite physical facilities,
Class room facilities, Laboratory facilities, workshop facilities, practical
training facilities for 20 person at a time including congenial and hygienic
sitting arrangement for conducting the training on Motor Cycle Repairing.
4.5 The
Service Provider must have the
sufficient Trade wise requisite skilled
and experienced trainers and support staff(s) for imparting theoretical
and practical training on Motor Cycle Repairing. The Service Provider will also engage one responsible
training Coordinator for coordinating between the client and the Service Provider
(Qualification and experience of coordinator and other staff are mentioned in
Annexure-1)
4.6 The following is the tentative schedule

4.7 The
Service Provider shall have their own hostel/rented facilities & employ one
full time hostel Manager and Mess boy/women for the participants during
training period. The Service Provider
will serve standard nutritious breakfast, Lunch and Dinner every day to the participants
as per menu provided in Annexure – 2 with sufficient amount.
4.8 The
Service Provider shall have the facilities of full time electricity / Generator
supply for smooth conducting of training and other facilities as required for
the training course.
4.9 The
Service Provider will award training certificates printed on high quality paper
to all successful participants ceremonially. Moreover the Service Provider will
ensure safety and security to the participants, impart mostly practical and job
oriented training to the participants ,responsible to produce Statement of
Expenditure(SOE) to HILIP for audit purpose for each and every cost
incurred, take health care of
participants during training period (if any).
4.10 The Service Provider will make linkage
between participants and job providers and will ensure jobs for at least 60 –
70% participants and the rest will be self employed and the project will pay a
lump sum amount to the Service providers a cost for the job linkage.
4.11
The Service Provider will arrange some extra activities for raising the
vocabulary of the participants by some English Words/sentences.
4.12
The Service Provider will seat with HILIP once in two months, where discussion
on progress and constraints of the previous month will be held. Action to be
taken and the key actors for the task concerned will be identified for solution.
In case of any items not covered here the coordination meeting should come up
with recommendations.
4.13 The Service Provider must submit license,
VAT registration certificate and TAX payment certificate with TIN.
4.14
The Service provider should have at least 5 years working experience in the area of
providing vocational training for job
oriented employment opportunities; must have capability to successfully conduct
training programs as per course; must have financial capability to handle this
type of services; must have the ability to achieve at least 60 - 70% job placement
of trainees and must have the satisfactory infrastructure facilities (theoretical
and practical classroom, training equipments etc.) as well as accommodation
facilities (food, lodging and health care services etc.)
4.15
The Service Provider will transfer the Knowledge/ Skill to the participants
regarding
Motor Cycle Repairing.
4.13: Before starting the training; the service
provider will evaluate/check the level of knowledge of participants through a
Pre Test. Similarly a Post Test is to be conducted to evaluate the level of
achievement. The test questions are to be prepared in consultation with HILIP/IFAD.
4.14 Completion Report- Quarterly Report, Half
yearly Report, and Yearly Report: The Service Provider shall bind to
produce Training Conduct Report (both soft and hard copy) to the client as per
following format.

Background of the Project:
Haor Infrastructure and
Livelihood Improvement Project (HILIP) is a project of the Ministry of Local
Government, Rural Development and Cooperatives funded by the IFAD, Spanish
Trust Fund & GOB. LGED is implementing HILIP in 28 upazila under five Haor
based districts namely Brahmanbaria , Habiganj , Kishorgonj , Netrokona and
Sunamganj started from January 2012 and to be continued up to June 2019 with a total cost of USD118 million. HILIP
was approved by ECNEC on 05 June 2012 and by IFAD on 18 July 2013.
The Climate Adaptation and
Livelihood Protection (CALIP) is a supplementary project of IFAD assisted Haor
Infrastructure and Livelihood Improvement Project (HILIP) .CALIP is financed
from IFAD’s Adaptation for Smallholder Agriculture Program (ASAP) with USD15 million;
the combined total financing of HILIP and CALIP amounts to USD 133 million.
HILIP
was designed for scaling-up a number of successful innovations piloted under
IFAD assisted Sunamganj Community Based Resource Management Project (SCBRMP).
Several innovations of the SCBRMP are being scaled up by HILIP and those that
have proven to be useful for climate change adaptation responses will be scaled
up by CALIP. It will also introduce a number of innovations including
restoration of communication, skill development, vocational training, capacity
building which all together help to construct a comprehensive response for
building community and ecological resilience to climate change. Locally
available environment friendly natural materials will be used in all of CALIP
activities following traditional methods.
12. Objectives
of the Assignment :
The specific objective of the
Assignment is to provide Vocational
training in non-farm areas like Mobile Phone/Computer Repairing with a view to remove people’s
dependency on the natural resource base practice/s and also to earn good wages.
This is a part of the diversification strategy to reduce dependence on rice and
fisheries as the main livelihoods in the Haor. The expansion of the proposed
sectors is expected to increase and diversify sources of income for poor
households. Moreover, the service
provider will make linkage with related companies, mill -factories etc, to
create employment opportunities for the trained personnel that can lead to better employment
opportunities.
13.
Scope of the Services
The following are the main focus
for the training program:
3.1 A
total of 400 people ( consisting of 20 batches @ 20 participants per batch) starting from 2015-16
to 2018-19 financial year covering five project
districts namely Brahmanbaria , Habiganj , Kishorgonj ,
Netrokona and Sunamganj consisting
of 28 upazilas.
3.2 There is a scope to provide
30% women in different vocational trade courses suitable for them to address
the gender issue. After the training programs, the employment rate of the
trainees will be evaluated by the project.
The selected
Service Provider will arrange to make linkage with the intending job providers
for the trained participants. Service Provider will ensure jobs for at least
60-70% of the participants trained under his institute. The rest 30-40% will be
self employed and also be established by starting a small trade by himself. Further,
before mobilization of the participants their choice will be taken through a
prescribed format. An amount of cost is also included with the budget
expenditure for job placement
3.3 The particulars of package 03 is given in
the following (Table -1)

3.4 Area selection: The project is working in 165 unions
of 28 upazilas under five haor districts since July 2014. . In Brahmanbaria district- 6 upazilas ,
Habigonj district - 3 upazilas , Kishoregonj
district -4 Upazila ,Netrokona district -4 upazila) and Sunamganj district -11
upazila.
The trainings
will preferably be arranged in the Service Providers Training Centers located
in different places like District HQ, Regional HQ, Divisional HQ, and in other
important centers where the established training centers and training facilities
they have. The trainings may also take
place in Dhaka city centers if the facilities are available.
3.5 Participants
selection and mobilization: The selection of participants will be done by
the project staff as per set criteria and the project will mobilize those
participants to the service providing institutional training Centers. The selection of
participants will be based on the following criteria.
Ø Young adult from poor families
from the project area
Ø Poor households living in the haor and hard core
poor having no Job
Ø Women from poor households, destitute, widow and divorcee
and small traders working in local
markets
Ø Having age between 17 to 35.
Ø Academic
qualification of participants based on the requirement of the particular trades.
Upazila and district wise breakup
of the number of participants for the Package no-03 is enclosed in Appendix – 3.
3.6 Nature of Training will be of residential type. Preference will be given for those reputed
training providing institutes/ firms/organizations which have their own
residential facilities within training providing institutes. Preference will also
be given to those NGOs/ Companies/ Service Provider which have Regional/
District/ Zonal Training Centers and RPL (Recognition of Pure Learning)
accredited by BTEB.
To maintain national& international
standard in support of job placement; the duration of training needs to be 360
hours equivalent to 45 days (8 hrs x 45).
In selecting participants Project will
consider those who agree to stay the whole training period in the Training
Institute premises. Moreover, the entire cost of the training including food, lodging
and travel cost of the participants will be borne by the project. So no
expenditure needs to be borne by the participants from their own pocket.
As the participant will be directly benefited
through training hence other family members will support his family if necessary
during his absence. In DPP there is no sufficient budget to provide daily training
allowance to the participants.
3.7 The agreement will be
renewed for 3 years at the end of the first year, upon the provision of
satisfactory services.
14.
Specific
responsibilities of the Service Provider.
HILIP
intends to hire reputed training providing institutes/ firms/organizations
having a team of professionally competent and well experienced trainers/experts
for providing quality vocational training and utilization of the given training
cost very effectively in the field (but not
limited to) under package -01 is Mobile Phone/Computer Repairing.
4.5 The Service Provider will
design, plan and implement the vocational training package which will include activities such as preparation
of training schedule ,Training manual
,Audio- visual aids, leaflets , Lecture notes, Flip Chart and other supportive
training aids in Bengali so that the participants can easily understand and
utilize the training skill effectively. The Service Provider will provide
standard training to selected CALIP
participants consisting of five haor districts following standard curriculum
and modules by skilled and expert Trainers( Qualification and experience of
trainers and other staff are mentioned in Annexure-1)
4.6
The Service Provider will arrange residential
accommodation for 20 participants in each batch for 45 days residential
training both for male and female separately with breakfast, lunch, dinner of
sufficient quantity. The Service Provider will also provide safe guard for
participants in class rooms in residential hostel including First Aid treatment
and emergency medical services required if any. The Service Provider will
arrange full time safe accommodation and foods for the trainees with sufficient
quantity.
4.3 Structure
of courses will be designed according to guideline and consultation with PMU
based on the technical specification, needs and utility of the service as
national standard. The duration of the training course will be 45 days
equivalent to 360 hours for competing in the job markets.
4.4 The Service Provider will arrange
sufficient Logistics/Lath/ Tools/ equipment/ requisite physical facilities,
Class room facilities, Laboratory facilities, workshop facilities, practical
training facilities for 20 person at a time including congenial and hygienic
sitting arrangement for conducting the training on Mobile Phone/Computer Repairing.
4.5 The
Service Provider must have the
sufficient Trade wise requisite skilled
and experienced trainers and support staff(s) for imparting theoretical
and practical training on Mobile Phone/Computer Repairing. The Service Provider will also engage one responsible
training Coordinator for coordinating between the client and the Service Provider
(Qualification and experience of coordinator and other staff are mentioned in
Annexure-1)
4.6 The following is the tentative schedule

4.7 The
Service Provider shall have their own hostel/rented facilities & employ one
full time hostel Manager and Mess boy/women for the participants during
training period. The Service Provider
will serve standard nutritious breakfast, Lunch and Dinner every day to the
participants as per menu provided in Annexure – 3 with sufficient amount.
4.8 The
Service Provider shall have the facilities of full time electricity / Generator
supply for smooth conducting of training and other facilities as required for
the training course.
4.9 The
Service Provider will award training certificates printed on high quality paper
to all successful participants ceremonially. Moreover the Service Provider will
ensure safety and security to the participants, impart mostly practical and job
oriented training to the participants ,responsible to produce Statement of
Expenditure(SOE) to HILIP for audit purpose for each and every cost
incurred, take health care of
participants during training period (if any).
4.10 The Service Provider will make linkage
between participants and job providers and will ensure jobs for at least 60 –
70% participants and the rest will be self employed and the project will pay a
lump sum amount to the Service providers a cost for the job linkage.
4.11
The Service Provider will arrange some extra activities for raising the
vocabulary of the participants by some English Words/sentences.
4.12
The Service Provider will seat with HILIP once in two months, where discussion
on progress and constraints of the previous month will be held. Action to be taken
and the key actors for the task concerned will be identified for solution. In
case of any items not covered here the coordination meeting should come up with
recommendations.
4.13 The Service Provider must submit license,
VAT registration certificate and TAX payment certificate with TIN.
4.14
The Service provider should have at least 5 years working experience in the area of
providing vocational training for job
oriented employment opportunities; must have capability to successfully conduct
training programs as per course; must have financial capability to handle this
type of services; must have the ability to achieve at least 60 - 70% job placement
of trainees and must have the satisfactory infrastructure facilities (theoretical
and practical classroom, training equipments etc.) as well as accommodation
facilities (food, lodging and health care services etc.)
4.15
The Service Provider will transfer the Knowledge/ Skill to the participants
regarding
Mobile
Phone/Computer Repairing.
4.13: Before starting the training; the service
provider will evaluate/check the level of knowledge of participants through a
Pre Test. Similarly a Post Test is to be conducted to evaluate the level of
achievement. The test questions are to be prepared in consultation with HILIP/IFAD.
4.14 Completion Report- Quarterly Report, Half
yearly Report, and Yearly Report: The Service Provider shall bind to
produce Training Conduct Report (both soft and hard copy) to the client as per
following format.

accredited Journals, website in a befitting manner with photographic
support of the participants, their result, performance and job linkage etc.

required.
4.15 The
Service Provider will preserve and when necessary will provide all vouchers and
other documents of expenditure for audit by the Client/Gob/IFAD.

Livelihood Protection (CALIP) is a supplementary project of IFAD assisted Haor
Infrastructure and Livelihood Improvement Project (HILIP) .CALIP is financed
from IFAD’s Adaptation for Smallholder Agriculture Program (ASAP) with USD15
million; the combined total financing of HILIP and CALIP amounts to USD 133
million.
HILIP
was designed for scaling-up a number of successful innovations piloted under
IFAD assisted Sunamganj Community Based Resource Management Project (SCBRMP).
Several innovations of the SCBRMP are being scaled up by HILIP and those that
have proven to be useful for climate change adaptation responses will be scaled
up by CALIP. It will also introduce a number of innovations including
restoration of communication, skill development, vocational training, capacity
building which all together help to construct a comprehensive response for
building community and ecological resilience to climate change. Locally
available environment friendly natural materials will be used in all of CALIP
activities following traditional methods.
17. Objectives
of the Assignment :
The specific objective of the
Assignment is to provide Vocational
training in non-farm areas like Refrigerator Repairing with a view to remove people’s
dependency on the natural resource base practice/s and also to earn good wages.
This is a part of the diversification strategy to reduce dependence on rice and
fisheries as the main livelihoods in the Haor. The expansion of the proposed
sectors is expected to increase and diversify sources of income for poor
households. Moreover, the service
provider will make linkage with related companies, mill -factories etc, to
create employment opportunities for the trained personnel that can lead to better employment
opportunities.
18.
Scope of the Services
The following are the main focus
for the training program:
3.1 A
total of 400 people ( consisting of 20 batches @ 20 participants per batch) starting from 2015-16
to 2018-19 financial year covering five project
districts namely Brahmanbaria , Habiganj , Kishorgonj ,
Netrokona and Sunamganj consisting
of 28 upazilas.
3.2 There is a scope to provide
30% women in different vocational trade courses suitable for them to address
the gender issue. After the training programs, the employment rate of the
trainees will be evaluated by the project.
The selected
Service Provider will arrange to make linkage with the intending job providers
for the trained participants. Service Provider will ensure jobs for at least
60-70% of the participants trained under his institute. The rest 30-40% will be
self employed and also be established by starting a small trade by himself. Further,
before mobilization of the participants their choice will be taken through a
prescribed format. An amount of cost is also included with the budget
expenditure for job placement
3.3 The particulars of package 04 is given in
the following (Table -1)

3.4 Area selection: The project is working in 165 unions
of 28 upazilas under five haor districts since July 2014. . In Brahmanbaria district- 6 upazilas ,
Habigonj district - 3 upazilas , Kishoregonj
district -4 Upazila ,Netrokona district -4 upazila) and Sunamganj district -11
upazila.
The trainings
will preferably be arranged in the Service Providers Training Centers located
in different places like District HQ, Regional HQ, Divisional HQ, and in other
important centers where the established training centers and training facilities
they have. The trainings may also take
place in Dhaka city centers if the facilities are available.
3.5 Participants
selection and mobilization: The selection of participants will be done by
the project staff as per set criteria and the project will mobilize those
participants to the service providing institutional training Centers. The selection of
participants will be based on the following criteria.
Ø Young adult from poor families
from the project area
Ø Poor households living in the haor and hard core
poor having no Job
Ø Women from poor households, destitute, widow and divorcee
and small traders working in local
markets
Ø Having age between 17 to 35.
Ø Academic
qualification of participants based on the requirement of the particular trades.
Upazila and district wise breakup
of the number of participants for the Package no-04 is enclosed in Appendix – 3.
3.6 Nature of Training will be of residential type. Preference will be given for those reputed
training providing institutes/ firms/organizations which have their own
residential facilities within training providing institutes. Preference will also
be given to those NGOs/ Companies/ Service Provider which have Regional/
District/ Zonal Training Centers and RPL (Recognition of Pure Learning)
accredited by BTEB.
To maintain national& international
standard in support of job placement; the duration of training needs to be 360
hours equivalent to 45 days (8 hrs x 45).
In selecting participants Project will
consider those who agree to stay the whole training period in the Training
Institute premises. Moreover, the entire cost of the training including food, lodging
and travel cost of the participants will be borne by the project. So no
expenditure needs to be borne by the participants from their own pocket.
As the participant will be directly benefited
through training hence other family members will support his family if necessary
during his absence. In DPP there is no sufficient budget to provide daily training
allowance to the participants.
3.7 The agreement will be
renewed for 3 years at the end of the first year, upon the provision of
satisfactory services.
19.
Specific
responsibilities of the Service Provider.
HILIP
intends to hire reputed training providing institutes/ firms/organizations
having a team of professionally competent and well experienced trainers/experts
for providing quality vocational training and utilization of the given training
cost very effectively in the field (but not
limited to) under package -01 is Refrigerator Repairing.
4.7 The Service Provider will
design, plan and implement the vocational training package which will include activities such as preparation
of training schedule ,Training manual
,Audio- visual aids, leaflets , Lecture notes, Flip Chart and other supportive
training aids in Bengali so that the participants can easily understand and
utilize the training skill effectively. The Service Provider will provide
standard training to selected CALIP
participants consisting of five haor districts following standard curriculum
and modules by skilled and expert Trainers( Qualification and experience of
trainers and other staff are mentioned in Annexure-1)
4.8
The Service Provider will arrange residential
accommodation for 20 participants in each batch for 45 days residential
training both for male and female separately with breakfast, lunch, dinner of
sufficient quantity. The Service Provider will also provide safe guard for
participants in class rooms in residential hostel including First Aid treatment
and emergency medical services required if any. The Service Provider will
arrange full time safe accommodation and foods for the trainees with sufficient
quantity.
4.3 Structure
of courses will be designed according to guideline and consultation with PMU
based on the technical specification, needs and utility of the service as
national standard. The duration of the training course will be 45 days
equivalent to 360 hours for competing in the job markets.
4.4 The Service Provider will arrange
sufficient Logistics/Lath/ Tools/ equipment/ requisite physical facilities,
Class room facilities, Laboratory facilities, workshop facilities, practical
training facilities for 20 person at a time including congenial and hygienic
sitting arrangement for conducting the training on Refrigerator Repairing.
4.5 The
Service Provider must have the
sufficient Trade wise requisite skilled
and experienced trainers and support staff(s) for imparting theoretical
and practical training on Refrigerator Repairing. The Service Provider will also engage one responsible
training Coordinator for coordinating between the client and the Service Provider
(Qualification and experience of coordinator and other staff are mentioned in
Annexure-1)
4.6 The following is the tentative schedule

4.7 The
Service Provider shall have their own hostel/rented facilities & employ one
full time hostel Manager and Mess boy/women for the participants during
training period. The Service Provider
will serve standard nutritious breakfast, Lunch and Dinner every day to the
participants as per menu provided in Annexure – 3 with sufficient amount.
4.8 The
Service Provider shall have the facilities of full time electricity / Generator
supply for smooth conducting of training and other facilities as required for
the training course.
4.9 The
Service Provider will award training certificates printed on high quality paper
to all successful participants ceremonially. Moreover the Service Provider will
ensure safety and security to the participants, impart mostly practical and job
oriented training to the participants ,responsible to produce Statement of
Expenditure(SOE) to HILIP for audit purpose for each and every cost
incurred, take health care of
participants during training period (if any).
4.10 The Service Provider will make linkage
between participants and job providers and will ensure jobs for at least 60 –
70% participants and the rest will be self employed and the project will pay a
lump sum amount to the Service providers a cost for the job linkage.
4.11
The Service Provider will arrange some extra activities for raising the
vocabulary of the participants by some English Words/sentences.
4.12
The Service Provider will seat with HILIP once in two months, where discussion
on progress and constraints of the previous month will be held. Action to be taken
and the key actors for the task concerned will be identified for solution. In
case of any items not covered here the coordination meeting should come up with
recommendations.
4.13 The Service Provider must submit license,
VAT registration certificate and TAX payment certificate with TIN.
4.14
The Service provider should have at least 5 years working experience in the area of
providing vocational training for job
oriented employment opportunities; must have capability to successfully conduct
training programs as per course; must have financial capability to handle this
type of services; must have the ability to achieve at least 60 - 70% job placement
of trainees and must have the satisfactory infrastructure facilities (theoretical
and practical classroom, training equipments etc.) as well as accommodation
facilities (food, lodging and health care services etc.)
4.15
The Service Provider will transfer the Knowledge/ Skill to the participants
regarding
Refrigerator Repairing.
4.13: Before starting the training; the service
provider will evaluate/check the level of knowledge of participants through a
Pre Test. Similarly a Post Test is to be conducted to evaluate the level of
achievement. The test questions are to be prepared in consultation with HILIP/IFAD.
4.14 Completion Report- Quarterly Report, Half
yearly Report, and Yearly Report: The Service Provider shall bind to
produce Training Conduct Report (both soft and hard copy) to the client as per
following format.

Provider will also publish these sorts of reports in approved Magazines and
accredited Journals, website in a befitting manner with photographic
support of the participants, their result, performance and job linkage etc.

Service Provider will preserve and when necessary will provide all vouchers and
other documents of expenditure for audit by the Client/Gob/IFAD.
