15	Brief Description of the Assignment	· To get an assessment of the benefit of project interventions on changes in different aspects of the existence of women and gender relations. · To identify constraints to their participation and evaluate the degree to which the project has resulted in an increase in women participation in all its interventions. · To assess the direct economic benefits in terms of increased income, productivity, employment, household assets, improved skills and etc. · To assess intangible benefits in terms of women empowerment, leadership and other social dimension aspects. · To analyze on-going activities and draw lessons and best practices that can be scaled-up. · To identify opportunities and address implementation challenges and constraints and room for improvement. · To make recommendations on actions that this project (and also future projects) can take in order to mainstreaming gender. The study should cover 5 (five) project districts of Netrokona, Kishoreganj, Brahmanbaria, Habiganj and Sunamganj that includes 28 project upazilas
16	Experience, Resources & Delivery Capacity Required	The team leader must have a total of 10 years of experience, out of which at least 5 years’ experience in relevant study, with national or international development agency. The team leader must have Masters’ or higher degree in Social Science, Gender Study or Development Studies or relevant discipline and should be strong in computer and communication skills (oral, writing and presentational). The firm must have experience in working with gender mainstreaming study and have capacity to deliver the required results and reports. The firm should have staff, experts/specialist with relevant experience who can deliver the services to fulfill the requirements of HILIP, LGED. Experience in developing, implementing, evaluating gender focused and gender mainstreaming programs; High degree of familiarity with gender and development issues in the Bangladesh particularly on women’s economic empowerment, political leadership, and gender-based violence. The team leader should have ability to advocate and provide policy advice.
