15	Brief Description of the Assignment	· Assess the enhanced access to markets, livelihood opportunity and social services. · Assess the enhanced village mobility, reduction in production losses and protection against extreme weather events. · Assess the enhanced production, diversification and marketing of crop, poultry and Livestock and fisheries. · Assess the enhanced access to fishery resources and conservation of biodiversity. · Assess the efficient, cost effective and equitable use of project resources. · Observe the management review system that is done. The study should cover 5 (five) project districts of Netrokona, Kishoreganj, Brahmanbaria, Habiganj and Sunamganj that includes 28 project Upazilas.
16	Experience, Resources & Delivery Capacity Required	Experience: The consultant must have a total of 15 years of work experience, out of which at least 8 years experience in relevant survey/study, also in the field of socio-economic development with national or international development agency; working with  local communities and government officials; designing studies and research, Resource: The team leader must have Masters’ Degree in Social Sciences/ Economics/ Development studies/ relevant discipline and should be strong in Computer and Communications skills (Oral, written and presentational). The firm should have competent data collector, data analyst; field supervisor and must be financially solvent to carry out the study. The team leader should possess skills in developing tools for various studies. Capacity: The firm must have capacity to deliver the required results and reports of the study following the Terms of Reference (ToR) available with the procuring entity. In addition, the firm should have staff with relevant experience who can deliver the services to fulfill the requirements of HILIP. Lead and supervise a team for outputs and impact of the project activities related to poverty reduction and in-depth knowledge of rural poverty and best practices in poverty reduction.
