Brief Description of the Assignment

·         The contextual relevance of the proposed project in addressing the existing needs,  assumptions, external factors and problems in economic and social terms of the target groups.

·         A realistic and evidence based feedback on the feasibility of the project activities within the given time frame of 2months.

·         Any adaptations / changes / adjustments to the project approach and operational planning needed.

·         General  analysis  and overview of  existing  resources  (what already exists),  needs,  methods and  practices  on energy, and  energy-using equipment operations  (energy consumption)  such as lighting, heating,  cooking, operating machines etc. at household, community and small businesses level  in the project areas.This will include an analysis of available supporting mechanisms (organizational learning approach, existing extension service models and end-user finance).

·         An overview of lessons learned, experiences, constraints, potentials/interests and best practices on energy, and energy-using equipment operations at household, community and small businesses level in country, and specifically in the project districts.

 

·         In view of project output, provide general recommendations on technical, social, environmental and economic feasibility of activities for project districts. This would include the general demand, interest and needs assessment of renewable energy (RE)and energy efficiency(EE) in the targeted five districts.

·         For each of the activities set, ultimately, the feasibility study need to provide enough information to make informed decisions about the design and approach for the RET sub-component and its implementation.

·         Assess the issues and concerns associated with each technology identified and recommended as it relates to compliance with local and state permitting issues.

·         Provide an overview of the general maintenance systems/structures and (best) practices from the existing communal, enterprise systems using RE, and EE technologies for project use.

·         The study will be conducted in representative sixty (60) off-grid sample villages in28Upazilasto identify areas for model villages (with energy maps) to support sustainable renewable energy technologies development.

The study should cover 5 (five) project districts of Netrokona, Kishoreganj, Brahmanbaria, Habiganj and Sunamganj that includes 28 project upazilas

Experience, Resources & Delivery Capacity Required

Experience :The team leader must have a total of 10 years of experience, out of which at least 5 years’ experience in relevant study, also in the field of in renewable energy sector with national or international development agency; working with local communities and governmental officials as well as designing studies and research.

Resource: The team leader must have BSc/Masters or higher degree in renewable energy, Engineering or relevant discipline and should be strong in computer and communication skills (oral, writing and presentational). The firm farm should have competent data collector, data analyst, field supervisor and must be financially solvent to carry out the study. The team leader should process skill in developing tools for various studies.

Capacity: The firm must have experience of working with renewable energy and capacity to deliver the required results and reports of the study following the Terms of Reference (ToR). In addition, the firm should have experts/specialist with relevant experience who can deliver the services to fulfil the requirements of HILIP. Working experience in Haor areas and evidence of undertaking similar assignments and production of quality results will be an advantage. Good track record and reputation of conducting similar assessment for reputed national and international organization
