Request for Expression of Interest (EOI)                                                                                                                                               For                                                                                                                                                                                           Short-listing of a National Individual Consultant: Procurement Specialist

 

The Government of the People’s Republic of Bangladesh has received a credit for Haor Infrastructure and Livelihood Improvement Project (HILIP)) from the International Fund for Agricultural Development (IFAD) and the Spanish Food Security Co-financing Facility Trust Fund (IFAD Loan No-I-847-BD, IFAD Grant No-I-C-847-BD & Trust Loan No-E-3-BD) and intends to apply part of the proceeds of this credit to cover eligible payments under the contract for the provision of consultancy services for the project by the following National Individual  Consultant. In view of above, the Project intends to engage the same consultant. The service, experience, resource and delivery capacity expected for the position are outlined as follows:-

Ø  Minimum Masters level degree in one of the following disciplines: Economics; Master of Business Administration, Public Procurement, Engineering or Statistics;

Ø  At least 5 years working experience in public organization/Semi-Public organization for procurement of goods, works and services in projects financed by the government and or international financial organizations.

 

Preference will be given to candidate who has:

 

Ø  Knowledge of national and international organizations/agencies’ (IFAD, WB, ADB, JICA) on procurement regulations and procedures;

Ø  Special training on procurement from Central Procurement Technical Unit (CPTU) or equivalent at least for three weeks.

 

The Procurement Expert will specially be responsible in assisting Project Director for the following functions:

 

·         Ensure the PP is prepared in accordance with the provision of IFAD Procurement Guidelines and the Project Procurement Handbook and update the procurement information on a regular basis for review and action in the PMU, and approval by IFAD;

·         Manage procurement which is subject to prior review and approval by IFAD. Support the PMU to ensure the IFAD No Objection is obtained;

·         Inform PD for any contractual conflicts; Identify indicators of fraud, collusion and other unethical practices in procurement/ selection process and inform PD to take appropriate action;

·         Identify the sources of supply, evaluate the eligibility and qualifications in order to prepare the list of suppliers/contractors and keep PD abreast on this;

·         Preparation/ modification/ updating of the ToR for individual consultant, consulting firm, Govt. institutes and training providing organizations etc. with due consultation of the Project Director;

·         Prepare Request for Expression of interest; short/long listing of consultants, Request for Proposal, Technical and Financial evaluation, Negotiation etc.;

·         Draft Contract documents;

·         Prepare the Standard bid/tender evaluation report format acceptable to the Project;

·         Guide, advise and support the  Bid Evaluation Committee in the preparation of the bid evaluation report and recommendation for award of contract upon incorporating all comments, due diligence, complaints and opinion of complaints (if any);

·         Conduct due diligence for the winning bidder by undertaking background/reference/credit checks to determine financial and operational capacity to perform the scope of work;

·         Pre-qualification Document/ Bid Document /Invitation of Bid/Tender;

·         Send all complaints with comments related to procurement process/issues to the Project Director (PD), HILIP for record. If there is any issue raised by the project/ LGED/ funding agency, the consultant should respond to mitigate as and when asked for in doing so;

·         Prepare Procurement Performance report (e.g. time taken at each step of the procurement process, improvement of procurement cycle, best practices etc.);

·         Support the PMU in following up on any issues related to Procurement, identified in the Supervision Mission Report and Audit Report.

In addition, the Procurement Specialist will:

·         Support the Project Director to develop better procurement management.

·         Support the Project Director for better contract administration.

·         Carry out the above services in the best interest of the Government with reasonable care, skill and diligence with sound engineering administrative and financial practices.

·         Undertake other duties as deemed necessary by the Project Director, HILIP.

 

The Project Director now invites eligible applicants to indicate their interest in providing the services. Interested applicants are invited to provide information indicating that they are qualified and competent to perform the services with a complete CV having one copy of recent passport size photograph and other details as required as per the application forms of RFA document provided by the undersigned.

Only one consultant will be selected using the Time-Based Selection method in accordance with the PPR-2008 issued by the GOB. It is expected that the services may be commenced on December-2016. Interested applicants may obtain further information and collect the request for application (RFA) documents by applying to the address mentioned above during office hours up to 20/11/2016 at 5:00 PM. Expressions of interest shall be submitted by the applicants on or before 21/11/2016 at 2.00 PM in sealed envelope delivered to the undersigned and be clearly marked “Request for expression of interest for short-listing of Procurement Specialist”.
