Request for Expression of Interest (EOI) 

For  

Short-listing of a National Individual Consultant:Project Planning and Implementation Specialist

 

 

The Government of the People’s Republic of Bangladesh has received a credit for Haor Infrastructure and Livelihood Improvement Project (HILIP)) from the International Fund for Agricultural Development (IFAD) and the Spanish Food Security Co-financing Facility Trust Fund (IFAD Loan No-I-847-BD, IFAD Grant No-I-C-847-BD & Trust Loan No-E-3-BD) and intends to apply part of the proceeds of this credit to cover eligible payments under the contract for the provision of consultancy services for the project by the following National Individual  Consultant. In view of above, the Project intends to engage the same consultant. The service, experience, resource and delivery capacity expected for the position are outlined as follows:-

The consultant should have bachelor degree in civil engineering or master in development management or project management from any reputed university/institution.  S/he should have at least 20 years of professional experience.  S/he should have at least 5 years of experience in project management and implementation.  The incumbent should have at least 5 years of experience as consultant in any donor funded projects.  The consultant should have experience in donor financing project management, preparation of operation manual, M&E framework, structural design, BOQ preparation and labor intensive works.

 

 

The Project Planning and Implementation Specialist (PIS) is the key senior consultant position will take the role of advising to overall management of the project.

The scope of the service will include, but not limited to:

In general

·               Assist project management to establish project set-up and mobilize human resources.

·               Assist project management to ensure that the project activities are being implemented in compliance with DPP and donor’s policy/guidelines.

·               Prepare and assist project management in implementation of annual work plan and budget (AWPB).

·               Assist project management to ensure project resource is being used to project objectives.

·               Will develop all operation manuals and assist the project management to take those in field operation.

·               Recommend to project management for any changes for systematic and effective implementation of the project.

·               Review and prepare all project reports.

·               Coordinate in planning and implementation with other department/agencies involved in project.

In Specific

·                  Prepare Project Implementation manual (PIM) for the project activities of all components and ensure IFAD approval as per Financing Documents of GOB and IFAD.

·                  Review the DPP and design document and prepare detail plan of implementation allocating adequate budget for the whole project period and link the plan with the project logical framework to achieve the project objectives.

·                  Conduct Planning workshop in a participatory manner in each district prior to the financial year and based on it with the provision of project design documents/DPP. Prepare Annual Work Plan and Budget (AWPB) and Procurement Plan and get approval from Project Steering Committee and IFAD.

·                  Finalize the structural design of infrastructure subprojects of Roads, Bridge/culverts, rural markets, Ghats and so on with the help of Design Engineer of the project.

·                  Prepare the tender documents as per procurement plan following PPR and IFAD procurement specialist with the help of procurement specialist of the project regularly.

·                  Prepare strategic plan to taken over the 300 water body of the project and ensure sustainable livelihood for the BUG members.

·                  Ensure timely planning and implementation of the project activities and other major activities in participation of project staff and ensuring the compliances with project policy and donor guidelines and following the AWPB.

·                  Prepare and review all field operation manuals for systematic implementation of project activities.

·                  Preparation of Memorandum of Understanding (MoU) and ensure its signing/agreement between the partner organization like Ministry of Land (MoL), DoF, DLS, DAE, DOEnv. &World fish Center to establishing effective partnership to achieve project objectives.

·                  Take initiative to ensure necessary arrangements for donor support and supervision missions.

·                  Assist PMU in their work to effective service delivery.

·                  The incumbent will play leading role on knowledge Management and communicate the best practice and lessoned learned to the IFAD Asia network, News Letter of LGED and IFAD with the help of KM specialist of the project.

·                  Preparation and submission of the progress report in the prescribed format for Ministry, ERD, GOB, IFAD, STF and other agencies as and when required.

·                  The incumbent should submit regular reports as described in 10.

·                  PPIS will orient and induce the staff and project partners on Project Management and approaches.

The Project Director now invites eligible applicants to indicate their interest in providing the services. Interested applicants are invited to provide information indicating that they are qualified and competent to perform the services with a complete CV having one copy of recent passport size photograph and other details as required as per the application forms of RFA document provided by the undersigned.

Only one consultant will be selected in accordance with the PPR-2008.  It is expected that the services may be commenced on May-2017 and continued till the end of project completion or June 2019 based on requirement. Interested applicants may obtain further information and collect the request for application (RFA) documents by applying to the address mentioned above during office hours up to 01/02/2017 at 5:00 PM.
