Request for Expression of Interest (EOI)
For
Short-listing of a
National Individual Consultant: Infrastructure Management Specialist
The Government of the People’s Republic of
Bangladesh has received a credit for Haor
Infrastructure and Livelihood Improvement Project (HILIP)) from the International Fund for Agricultural Development (IFAD) and the Spanish Food Security
Co-financing Facility Trust Fund (IFAD Loan No-I-847-BD, IFAD Grant
No-I-C-847-BD & Trust Loan No-E-3-BD) and intends to apply part of the
proceeds of this credit to cover eligible payments under the contract for the
provision of consultancy services for the project by the following National
Individual Consultant. In view of above, the Project intends to engage the same consultant. The service, experience,
resource and delivery capacity expected for the position are outlined as
follows:-

Ø The applicant should
have minimum bachelor degree in Civil Engineering from any reputed
university.
Ø The applicant should have at
least
10 years of
professional experience of which
at least 5 years
in civil infrastructure development as consultant/ design engineer/ quality
control engineer/ supervision engineer.
Ø S/he should have experience in quality control, structural design, scheme preparation, BOQ
preparation, supervision of civil and labour intensive
works. Ø The incumbent
must have computer
proficiency (MS Office, Auto-Cad etc.). . |
The Infrastructure Management Specialist (IMS) shall carry
out the following tasks outlined
below: ·
Prepare, verify, ensure
and recommend infrastructure
schemes in project areas based on
ranking criteria outlined in the project documentation/ project design phase/ implementation phase; ·
Review tender documents (technical parts, drawing, and bill of quantities, etc.) for implementation of infrastructure schemes; ·
Monitor Upazila, District and Project Management
Unit (PMU) in timely planning
and completion of civil works (such as road construction and maintenance, market construction and
maintenance, village flood protection works,
culverts,
small bridges, and village development)
by mitigating/ minimizing environmental impacts and ensuring participation of women to the
greatest extent possible; ·
Monitor quality control engineer (QCE) in planning and coordinating project activities, communicating the best practices relating to quality control, preparing the implementation and
training manuals to improve
the implementing capacity, and in preparing annual/ periodical
reports of the project activities/components; ·
Guide DMU/UPU/ PD to conduct survey for community infrastructure
development
need assessment, identify
corrective measures to improve infrastructure provision, and assist in
preparing detailed project implementation
plan and annual work plan
and budgets (AWPB); ·
Monitor physical progress and financial progress of
infrastructure schemes which include schemes implemented by LCS; Identify
serious delays and bottleneck and propose and follow up on mitigation
measure; Identity non-performance and recommend adequate penalties in
accordance with the provision of the contract. ·

Ensure timely preparation and submission of the progress report in the prescribed format for
Ministry, ERD, GoB, IFAD, STF and other
agencies as and when required. In
addition, prepare and submit monthly, quarterly, half-yearly
and yearly progress report,
completion report
and other relevant
reports as arising of the
project needs as and
when requried; Key Responsibilities/Accountability ·
Infrastructure
Management Specialist is a middle level consultant positioned at PMU and will
co-ordinate the overall infrastructural activities
of the concerned
project district
under the project. S/he
will
ensure
total
quality
control of
works including the works done by the contractors
and LCS. S/he
will assist in preparing proper
document and
look
after
the maintenance of infrastructure
works for the
quality and
sustainability. |
The Project Director now invites eligible
applicants to indicate their interest in providing the services. Interested
applicants are invited to provide information indicating that they are
qualified and competent to perform the services with a complete CV having one
copy of recent passport size photograph and other details as required as per
the application forms of RFA document provided by the undersigned.
Only one
consultant will be selected using the Time-Based
Selection method in accordance with the PPR-2008 issued by the GOB. It
is expected that the services may be commenced on May/2018. Interested applicants
may obtain further information and collect the request for application (RFA)
documents by applying to the address mentioned above during office hours up to 25/04/2018
at 5:00 PM. Expressions of interest shall be submitted by the applicants on or before 26/04/2018 at 2.00 PM in sealed envelope delivered to the
undersigned and be clearly marked “Request
for expression of interest for short-listing of Infrastructure Management
Specialist”.
