Request for Expression of Interest (EOI)

 For  

National Individual Consultant: Gender Advisor

 

The Government of the People’s Republic of Bangladesh has received a credit for Haor Infrastructure and Livelihood Improvement Project (HILIP)) from the International Fund for Agricultural Development (IFAD) and the Spanish Food Security Co-financing Facility Trust Fund (IFAD Loan No-I-847-BD, IFAD Grant No-I-C-847-BD & Trust Loan No-E-3-BD) and intends to apply part of the proceeds of this credit to cover eligible payments under the contract for the provision of consultancy services for the project by the following National Individual  Consultant. In view of above, the Project intends to engage the same consultant. The service, experience, resource and delivery capacity expected for the position are outlined as follows:-

The applicant should have a post graduation degree in relevant discipline (any branch of Social sciences, gender development,     development economics or public administration or similar). The incumbent should have professional experience of 10 years of which at least 5 years as advisor or consultant in gender and development. The incumbent should have formal training in gender analysis and gender planning and demonstrated experience, skills and expertise in mainstreaming gender in rural development of Bangladesh. Experience in conducting primary gender research is needed, and the incumbent should be familiar with gender analysis tools and methodologies. S/he should have working knowledge in computer literacy in MS Office packages. Fluency in both oral and written communication in English is essential. Qualified women are encouraged to apply.

 

The Gender Advisor shall carry out the following  tasks in order to achieve the  overall goal of the project.

Ø Facilitate and build capacity to local project implementers/implementing agencies for the integration of gender perspectives and GAP implementation in the overall strategic planning through conducting gender training (socio-economic aspects) and providing technical support on the basis of need assessment.

Ø  Based on the Gender Action plan already developed and in consultation with the Project Director and the MEK specialist, set annual activities and proposed budget to implement GAP and ensure adequate allocation of human and financial resources for effective mainstreaming of gender in project activities (i.e. communication infrastructures, community infrastructures, community resource management, and livelihood protection);

Ø  Ensure the application of sex disaggregated data (and age groups when applicable) across all project activities and regularly keep the record of gender and youth involvement;

 

Ø Effectively use gender quantitative and qualitative information collected throughout the project;

Ø Conduct gender analysis including the identification of bottleneck (if any) to be an input of quarterly and annual progress reports as well as a project gender assessment for the completion report and ensure that the results of the data analysis feed into programmatic decisions;

Ø Prepare reports on implementation, monitoring and evaluation of GAP (and gender policy of the project) including gender balancing and improvement on quarterly and yearly basis;

Ø  Provide support to the implement in agency to monitor and ensure implementation of GAP risk mitigation activities (i.e. climate change adaptation/impacts, prevention of HIV and sexually transmitted in factions, trafficking of women and girls, labor standards and remuneration, hazardous works, road safety, and any other unanticipated risks and negative gender impacts) based on gender-sensitive approaches;

Ø  Provide advice/guidance to project management on any other gender issues that may arise with due course of implementation;

Ø  Ensure gender perspective in operational guidelines of field-level intuitions (i.e. Labor Contracting Society (LCS), Market Management Committee (MMC), Beel Users Group (BUG), etc.);

Ø Carry out gender case studies, best practices and lessons learned as well as disseminate gender knowledge products through LGED-HILIP/CALIP website, IFAD Asia Network and News letter of LGED.

Ø  Report on the progress of common and relevant project indicators linked with the national Climate Change and Gender Action Plan (CCGAP).

 

The Project Director now invites eligible applicants to indicate their interest in providing the services. Interested applicants are invited to provide information indicating that they are qualified and competent to perform the services with a complete CV having one copy of recent passport size photograph and other details as required as per the application forms of RFA document provided by the undersigned.

Only one consultant will be selected in accordance with the PPR-2008.  It is expected that the services may be commenced on August-2018 and continued up to June 2019. Interested applicants may obtain further information and collect the request for application (RFA) documents by applying to the address mentioned above during office hours up to 16/07/2018 at 5:00 PM. Expressions of interest shall be submitted by the applicants on or before 17/07/2018 at 2.00 PM in sealed envelope delivered to the undersigned and be clearly marked “Expression of interest for short-listing of Gender Advisor/Consultant”.
