Request for Expressions of Interest
Design, Supervision, and Management (DSM)
Consultancy Services
1. This request for expression of interest follows the
General Procurement Notice (GPN) for this project that appeared in the UN
Development Business online on 25 February 2013.

3. The
objectives of the MGSP are to improve municipal governance, basic urban
infrastructure services and reduce urban poverty in selected Urban Local Bodies
(ULBs) - city corporations and municipalities. The proposed menu of
potential investments in the ULBs includes a wide range of basic urban services
- road rehabilitation; new roads/footpaths; storm water drainage; bridges and
culverts; rehabilitation of water supply systems; public toilets; solid waste
collection and disposal; car parks; street lights; traffic management
infrastructure; pedestrian underpasses or overpasses; kitchen markets;
bus/truck terminals; and improvement of slums/poor settlements. The project
will also support the operation and maintenance activities of the participating
ULBs.
4. The Project
Management Unit (PMU) and the participating ULBs will require consultants’
support on a range of activities related to conducting feasibility/appraisal of
sub project proposals (both for new investment and O&M enhancement), survey
& investigation, engineering design, estimating and preparing of BOQs,
supervision and quality control, knowledge transfer, and overall project
management. For this purpose consulting firm for Design, Supervision, and
Management (DSM) will be engaged for a period of 6 (six) years. The DSM
Consultants will also provide support in the areas of procurement of goods and
works, safeguard measures, and environmental management following World Bank Polices
and guidelines.
5. The services will require both national and
international inputs.

The
Local Government Engineering Department (LGED) now invites eligible consultants
to indicate their interest in providing the services. Interested consultants
must provide information indicating that they are qualified to perform the
services (brochures; description of similar assignments; experience in similar
conditions; financial resources; availability of appropriate skills among staff; etc.).
7. The EOIs would be reviewed on the basis of the
following:
a. Registration of firm.
b. Age of firm.
c. Availability of key
professionals.
d. Availability of resources.
e. Experience of the firm in
similar tasks/assignments.
f.
Experience of the firm in other works.
g. Support services of the firm
8.
Consultants may associate with other firms to enhance
their qualifications, and, if association, should mention whether the
association is in the form of “joint venture” or “sub-consultancy”. It is
preferable to limit the total number of firms in an association including the
Lead Firm to 4 (four).
9. A consulting
firm will be selected in accordance with the Quality and Cost Based Selection
(QCBS) procedures as set out in the World Bank’s Guidelines : Selection and Employment of
Consultants Under IBRD Loans And Credits & Grants by World Bank Borrowers,
January 2011.
10. Interested consultants may obtain further
information at the address below during 0900 to 1700 hours excepting Friday and Saturday. A shortlist of firms will be prepared, from
the expressions of interest, for requesting proposals for this assignment.
11. Expressions of Interest must be delivered to the address below in sealed envelope on or before 16 May, 2013 during office hours. Submission through e-mail will also be accepted provided it is delivered by the deadlines.
