Request
for Expressions of Interest (EOI)
for
Selection
of Financial Management Specialist (FMS) (National)
The People’s Republic of Bangladesh has received
a credit from the International Development Association (
The primary objectives of this assignment is to ensure fiduciary safeguards while facilitating the
financial management support to implementation of all the components of the
project activities following World Bank guidelines and government rules
and procedures. Also, support the PMU and assessing the FM capacities of the ULBs for eligibility of
project funding. Details
of the services for the assignment are as follows:
a) No. of the Post: One
b) Duration of
the Service: 06 (Six) years
c) Experience
& adequacy for the assignment:
Have at least 3 years of
post-qualification experience of work in a complex multi-sectoral environment in financial
management. Being actively involved and fully conversant with large contract
payments, GOB budget and planning procedures, Development Project Proposal,
fundamentals rules and regulations of the Government for budgeting, fund
release, accounting, financial reporting & auditing and authorization for
use of donors’ funds. Experience/ exposure on fund operating conditions &
reporting requirements would be an advantage.
d) Suitability:
·
Proven track
record of ability to develop a Chart of Accounts with relevance to DPP,
Disbursement Categories and Project Components and befitting the relevant
computerized accounting system and the reporting
·
Experience in the
effective supervision of personnel
·
Self-guided,
strong organizational and planning skills with the ability to work
independently as a team player and under pressure
·
Strong
interpersonal communicative skills, experience in team leadership and
participatory management.
·
Ability to impart
training to the project staff on financial management system
·
Have
an excellent conduct of English language

The consultant will be selected in accordance with the
selection of individual consultants procedures set out in the World Bank’s
Guidelines: Selection and Employment of Consultants under IBRD Loans and
Credits & Grants by World Bank Borrowers, January 2011.
