Request for Expressions of Interest (EOI)

for

Selection of Individual Consultants : 16 Positions

 

 

The People’s Republic of Bangladesh has received a credit from the International Development Association (IDA) Cr. No. 5339-BD towards the cost of the Municipal Governance and Services Project (MGSP) and intends to apply part of this credit to eligible payments under the contract for Service of Individual Consultants: 16 Positions under Municipal Governance and Services Project (MGSP).

 

The purpose of this consultancy is to provide advisory and specialized technical support to the Municipal Support Unit (MSU), LGED and timely implementation of the capacity development component of the project. It will address the training needs of elected officials, technical staff and community groups of Urban Local Bodies (ULB) throughout the country. Details of the services for the assignment are as follows:

Team Leader

The Team Leader will have a Masters degree in public administration and management, urban and regional planning, economics, sociology, political science, and engineering and/or similar and related field.  In lieu of Masters, a Bachelor’s degree will be considered provided the candidate demonstrates substantive experience in a relevant field as evidenced by years of service and level of responsibility.  S/he should have at least 20 years of work experience, of which 10 years have been in the field of urban development especially related to governance improvement and capacity building in Bangladesh or elsewhere in a developing country context. He/she should have at least 5 years practical experience working in a similar position.  Previous experience as Team Leader or Deputy Team Leader will be given preference.

 

S/he should be knowledgeable of the Local Government (Paurashava) Act, 2009 as well as the Local Government (City Corporation) Act, 2009.

Deputy Team Leader/CD Specialist

The Deputy Team Leader will have a Masters degree in public administration, business management, urban and regional planning, sociology, political science or related field.  Candidates with a degree/diploma or prior training in human resource development will be given preference. S/he should have at least 15 years of related work experience with 10 years practical experience in the area of municipal governance strengthening and capacity building in Bangladesh or elsewhere.

Urban Development Specialist

The Urban Development Specialist will have a Masters degree in urban planning with at least 15 years of relevant experience.  Prior experience in planning and implementing related training programs, and practical experience with local governments, will be advantageous. S/he should be knowledgeable on the Local Government (Pourashava/City Corporation) Act and other legislation and procedures related to urban development. S/he should be able to work effectively as part of a team of experts for the effective delivery of a multi-year training program which will cover different size and class of ULBs. Familiarity with the use of GIS and other planning tools will also be considered as an additional strength.

Municipal Finance Specialist

The candidate must have a Masters degree in Accounting/Finance/MBA (Major in finance) degree from a recognized university. Membership in a professional accounting institution will be an added advantage. S/he should have at least 15 years working experience, of which 10 years in the field of public finance. Prior experience related to local government capacity building and training will be advantageous. The candidate should be familiar with the Local Government (Paurashava/City Corporation) Act and other legislation, procedures and practices related to municipal finance.  S/he should be able to work effectively as part of a team of experts for the effective delivery of a multi-year training program which will cover different size and class of ULBs.

Community Development Specialist

The Specialist must have a Masters degree in Sociology/Economics/Political Science/Public Administration or any other relevant field from a recognized university with at least 15 years in social and gender development, of which at least 10 years, working with ULBs. Experience in urban development programs will be an added advantage. S/he should be familiar with the Local Government (Paurashava/City Corporation) Act and other legislation related to citizen participation in ULB functions.  S/he should be able to work effectively as part of a team of experts for the effective delivery of a multi-year training program which will cover different size and class of ULBs. The consultant will work under the supervision and guidance of the Team Leader/Director, MSU.


 

6.

IT Specialist/ Systems Analyst

The Specialist must have a Masters degree in Information Technology (IT) from a recognized university.  S/he should have at least 10 years working experience, of which 3 years have been in the urban sector.  Familiarity with ICT- related laws, bye-laws, regulations, procedures and practices of the ULBs will be strongly preferred. The candidate should demonstrate knowledge and experience using Web & Desktop (e.g., C#, VB, PHP, HTML, CSS, Java Script, J-Query, Ajax, Object Oriented Programming-Dot.Net) is required. In addition, the suitable candidate should have a sound knowledge in relational database management and database configuration especially in My SQL & MS-SQL, Software Architecture and Test Driven Development (TDD). Skill in Configuration & Maintenance of Web and Data Server is also preferable. The consultant will work under the supervision of the Team Leader.

7.

Mid-level IT Specialist

The Specialist must have minimum Bachelor’s degree in Computer Science from a recognized university. S/he should have at least 7 years working experience, of which 3 years will be in the field of IT and computer technology including system management (PC and Server), networking and trouble shooting, etc. S/he must have a sound knowledge in relational database management and database configuration especially in My SQL & MS-SQL, is also preferable. The consultant will work under the supervision of the Team Leader and System Analyst.

8.

GIS Specialist

The suitable candidates will have a Bachelor’s degree in Graphic Arts and Multimedia, Architecture and/or Urban Planning with a demonstrated capacity (at least two years) in the use of GIS tools for a variety of application on different aspects of urban planning and management. Examples of application include community-based design and planning (visualization tool), revenue enhancement (property mapping), asset management, etc. S/he will be asked to present at least one such application from a previous assignment as example.

3D-Design Specialist

The suitable candidate will have a Bachelor’s degree in Graphic Arts and Multimedia, Architecture and/or Urban Planning with a demonstrated capacity (at least one year) in the use of enhanced GIS tools (3D) for a variety of application on different aspects of urban planning and management. Examples of application include community-based design and planning (visualization tool), city beautification, revenue enhancement (property mapping), asset management, etc. S/he will be asked to present at least one such application from a previous assignment as example.

 

The Project Director, MGSP, LGED now invites eligible Applicants to apply for the positions. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV with other details as required).

 

The consultants will be selected in accordance with the selection of Individual Consultants procedures ser out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and Credits & Grants by World Bank Borrowers, January 2011.
