Request for Expression of Interest

For Selection of Individual Consultants (National)

Memo No: LGED/PD/NOBIDEP/OM-4/2013/ 597 Date: 28 November, 2013.

The Government of the People’s Republic of Bangladesh (GoB) has received a credit for Northern Bangladesh Integrated Development Project (NOBIDEP) from Japan International Cooperation Agency (JICA) (Loan Agreement No: BD-P74) and intends to apply part of the proceeds of this credit to cover eligible payments under the contract for the provision of consultancy services for the project by the following individual national consultants.

The services, experience, resources and delivery capacity expected for each position are as follows:-

SNOBI-LGED-OM-4	1.Project Monitoring and Reporting Support (PMRS) consultant	1 (one)	A qualified professional with a B.Sc. Engineering (Civil) or M.Sc. in Statistics or Computer Science, or its equivalent educational qualification with at least 15 (Fifteen)) years of relevant work experience including experience in statistical analysis packages.	Candidate should assist in providing Monitoring, Reporting and technical expertise to the project by ensuring effective coordination. respective ToR and agreement will detail out the responsibilities of the individuals.
	2. Project Accounting Support (PAS) consultant	1(one)	A qualified accounting specialist with master degree in accounting, finance, business administration, economics, chartered accounts or equivalent qualification in relevant subject. At least 10 years relevant work experience in Bangladesh with at least 5 years donors funded project is required. Past working experience with JICA efforts will be highly desirable.	Assist in providing complete accounting support to the project following JICA disbursement procedure and GOB accounting system, and related accounting guidelines by ensuring effective co-ordination.Respective ToR and agreement will detail out the responsibilities of the individuals.
	3. Equipment Procurement Support (EPS) consultant	1(one)	Candidate should have at least Bachelor in Engineering, Master in procurement or equivalent or higher degree. Minimum 15 years work experience with 8 years practical experience related to the procurement of Goods, Works and Services including preparation of their specifications and bid documents.	Assist in procuring equipment’s and vehicles, office equipment and stationeries, civil works and different services of the project including preparation of their specifications and bid documents using JICA procurement guideline, PPR 2008 and related guidelines where applicable. Respective ToR and agreement will detail out the responsibilities of the individuals.

The Project Director, Northern Bangladesh Integrated Development Project (NOBIDEP) now invites eligible Applicants to indicate their interest in providing the services. Interested Applicants are invited to provide information completing CV with other details as required as per the applications forms in the Request for Application (RFA) to perform the services. A consultant will be selected using the selection sub methods in accordance with the Public Procurement Rules 2008, issued by the GoB. Services are expected to be commenced on February 2014.

Expressions of Interest (EOI) shall be submitted by the applicants on or before 31/12/2013 on 1.00pm, in sealed envelope delivered to the undersigned and be clearly marked “Request for Expressions of Interest for Selection of individual consultant along with the name of the post. Only short listed candidates will be invited for interview.
