INFORMATION FOR APPLICANT:

1	Performance Monitoring & Evaluation (PME) Assistant	01	a) Educational Qualification: a) Master in Economics, Sociology, Political Science, Management, Public Admin, Urban and regional planning’ or equivalent or higher degree with profound knowledge of monitoring and statistical software. b) Experience & adequacy for the assignment: At least 12 years work experience & 3years practical experience. c) Suitability: Professional affiliation (mention Reg. No.) with National / International body, Training in relevant area etc. For outstanding Candidate the experience criteria may be relaxed.	The consultants will support the LGD and LGED to Strengthen performance monitoring by Municipal Performance review Committee (MPRC), review national budgetary process for pourashavas & other urban policy issues. The consultants will examine how to utilize MPRC monitoring to sustain governance improvement in target pourashavas. A national Consultant for PME will be deployed under DPD to support UMSU, In monitoring, evaluating and rating the performance of pourashavas. Respective TOR and agreement will detail out the responsibilities of the individuals.
2	Statistical Analysis (SA) Assistant	01	a) Educational Qualification:- Master in Economics, Statistics, Political Science, Public Admin or equivalent, profound knowledge of monitoring and statistical software. b) Experience & adequacy for the assignment: At least 12 years work experience & 3years practical experience in any Government & non-Government or agency experience in the field. c) Suitability: Professional affiliation (mention Reg. No.) with National / International body, Training in relevant area etc. For outstanding Candidate the experience criteria may be relaxed.	Statistical Analysis (SA) assistants will support the LGD and the LGED to strengthen performance monitoring by Municipal Performance Review Committee (MPRC), review national budgetary process for Pourashavas, and other urban policy issues. 3	Publicity Campaign (PC) Assistant	01	a) Educational Qualification: Bachelor in Economics, Sociology, Political Science, Public Admin, Public relation, Journalism or Equivalent degree with computer literacy. b) Experience & adequacy for the assignment: At least 10 years work experience & 3 years practical experience in community specially poor & women. c) Suitability: Professional affiliation (mention Reg. No.) with National / International body, Training in relevant area etc. For outstanding Candidate the experience criteria may be relaxed.	The consultant will have to work as publicity campaigner for campaign on LGED activities not limiting Urban Governance activities of different pourashavas, producing printed and other materials both in English and Bangla, coordinating and establishing relationship with local community, GOs, NGOs and different media. Respective TOR and agreement will detail out the responsibilities of the individuals.
Other Details: It is expected that the services will be commenced on 15 October’2015 for a considerable Man –Months. Interested consultants are requested to submit their expressions of interest in accordance with the standard Application Forms (Standard Request for Application) which will be obtained from the office of the undersigned during normal office hours five days before deadline of submission. A complete set of “Request for Application” including Term of Reference also be obtained from the office of the undersigned.
