Invitation for Expression of
Interest (EOI)
Invitation for submission of Expression
of Interest (EOI) for short listing of Implementing Non Government Organization
(INGO) for Preparation and Implementation of Resettlement Plans (RP) for Sub Projects.
1.
The Government of
Bangladesh (GOB) receives loans and grants from the Special Operation’s
resources of Asian Development Bank (ADB), ADB Strategic Climate Fund, International Fund for Agricultural Development (IFAD) and Kreditanstalt fur Wideraufbau (KfW) towards the cost of Coastal Climate Resilient
Infrastructure Project (CCRIP). The
project will improve rural connectivity and upgrade market services through
development of climate resilient Upazila roads, Union roads and Village roads with drainage
structures (culvert and bridges), Growth centers and Rural Markets for 12
coastal districts such as Barisal, Patuakhali, Barguna, Bhola, Perojpur , Jhalokati, Khulna, Bagerhat, Sathkhira, Gopalgonj, Madaripur and Sariatpur vulnerable to climate change. The project will
plan and implement Resettlement plans in all sub-projects in accordance with
the adopted Resettlement Framework under the purview of ADB SPS Policy-2009 and
the land acquisition, resettlement & rehabilitation policy of the
Government of Bangladesh (GOB). Mitigation of all impacts, including the
significant resettlement impacts, will be undertaken through implementation of
this Resettlement Framework. As part of Resettlement Framework, Implementing
Nongovernment Organization (INGO) will be recruited with the assistance of GOB
fund to assist the project management in
formulation and implementation of
Resettlement Plan for the sub-projects
to be implemented under the project for which this EOI is invited.

As Executive
Agency (EA) for the project, Local Government Engineering Department (LGED) now
invites eligible NGOs who have adequate (preferably five years) experience in
designing and implementation of resettlement plan in foreign aided development
projects to submit Expression of Interest (EOI).
3.
In general, the
scope of consultancy services will include, but not be limited to the
following:
i)
Assisting the project management in preparation and implementation
of Resettlement Plans (RPs) for sub-projects;
ii)
Design, plan and
implement an information campaign in the affected areas primarily to disclose the Affected Persons
(APs) about entitlement policy and how to avail of their respective entitlements.
iii)
Collect Baseline
Data including qualitative information and analyze the same to assess the
impacts of the project on people. Besides,
the INGO will develop an MIS and Reporting System;
iv)
Making video
films of the affected area before
commencement of socio-economic survey and at the cut-off date for using those
videos as a basis of determining entitlements;
v)
Identification of
entitled persons and issuance of ID cards: Carryout census/survey data and
prepare a final list of the affected households and small business enterprises
(SBEs) for issuance of ID card with photograph and Entitled Person’s ( EP)
files as per resettlement framework of the project;
vi) Assist the Management Support Consultants (MSC) and
LGED to prepare resettlement budget covering all eligible loss and entitlements
confirmed through joint verification and determination of replacement price of
properties by Property Valuation Assessment Team (PVAT);
vii)
Assist LGED in
processing entitlements for the APs and assist LGED in making payments of compensation/resettlement
benefits to them before relocation. The INGO will compile and process data and
develop and operate a menu driven computerized Management Information System
(MIS);
viii) Assisting the
Management Support Consultant (MSC) Team
in undertaking a census and social impact assessment (SIA)
to gather relevant demographic data; (i) social,
cultural and economic situation; and (ii) social, cultural and economic impacts
─ positive and negative ─ on the Displaced Persons (DPs) &
communities for the subproject area.
ix)
Providing
additional support to vulnerable Project
Affected Households (PAHs) including extreme poor, elderly, disabled and female
headed households for livelihood and income restoration and assisting in
designing a Livelihood and Income Restoration Program (LIRP) for rehabilitation
of the vulnerable PAHs;
x)
Assistance to APs
during Relocation: The implementing NGO will assist the APs during pre and post
relocation period. INGO staff will facilitate resolution of AP’s concerns,
complaints, and grievances about the project’s safeguards performance of the
subproject and also assist APs where
necessary in preparing grievance redress cases for consideration by the
committees;
xi)
Assisting the
project management and the DC office in the process of land acquisition.
xii)
Supervision and Monitoring of the RPs.
4.
Further
information including scope of work and outline of Terms of Reference will be available at the office of the
undersigned during regular office hours.
5.
The subprojects
for the preparation of RPs will be assigned on “as and when ready basis ” at the discretion of the Project Director, after completion
of the detail engineering design and Sub-project Appraisal Report(SAR) of
individual sub-project.
6.
The RP services
will be carried out on approximate 323 nos Subprojects,
located throughout the 12(Twelve) districts covered by the Project. The total
contract period for caring out services will be approximately 60 months after
commencement of the services. The INGO services contract is expected to
commence in August 2013.
7.
NGOs will be
selected through competition using Fixed Budget Selection (FBS) method in accordance
with the Public Procurement Act -2006 and subsequent Public Procurement
Rules-2008.
8.
EOIs may be
submitted by a NGO or Joint venture (JVCA) to be constituted as per PPR-2008.
9.
The interested
NGOs are invited to submit their EOI with the following as additional information:

General
information: (i) Name & Address (ii) Valid
Certificate of Registration under Social Welfare Department or NGO Affairs
Bureau (iii) TIN and VAT registration Number (iv) Annual Turnover and Audit
reports of the NGO of last 3 Years, (v)
Number of years in Active in providing services , (vi) Total Number of
Permanent Staff in Pay- Roll and List of Key Professional Personnel with Number
of Years in Pay-roll (Name, Date of Birth, Educational Qualifications and
relevant Professional Experience –Time & Brief Description, (vii)
Organization’s Brochure;
·
Certificate of similar, relevant and general
experience from the concerned Government authority to verify their satisfactory
performance in planning and implementation of resettlement plan and also
Experience in similar working condition;
·
Cover letter
signed by authorized signatory with name(s), address(es),
contact details of partners /associates (if any);
·
Agreement of
Joint Venture with clear indication of share of responsibility and service
operation ( if applicable ) .
10.
The NGOs not
specialized in the Preparation and Implementation of Resettlement Plan (RP)
need not apply, as they will not be considered;
11. Interested NGOs
must submit EOI in sealed envelope
containing original and 5(five ) copies addressed to “Project Director, Coastal
Climate Resilient Infrastructure Project (CCRIP), Local Government Engineering
Department , Level-3, RDEC Building,
LGED HQ, Agargaon, Dhaka-1207, Bangladesh” not later
than 2.00 PM local time on 4th June 2013.
12.
The procuring
entity reserves the right to accept or reject any or all the EOIs without
assigning any reason whatsoever.
