Invitation for Expression of Interest (EOI)

For

Mid-Term Outcome Survey including Result and Impact Management System (RIMS) Study  

 

 

1.     The Government of Bangladesh (GOB) receives loans and grants from the International Fund for Agricultural Development (IFAD) towards the cost of Coastal Climate Resilient Infrastructure Project (CCRIP) covering 12 coastal districts in southwest Bangladesh such as Barisal, Patuakhali, Barguna, Bhola, Perojpur, Jhalokati, Khulna, Bagerhat, Sathkhira, Gopalgonj, Madaripur and Sariatpur vulnerable to climate change.  As per the approved Development Project Proposal (DPP), the project was commenced in January 2013 and will be completed in December 2018 and most of funds allocated for the project are associated with the infrastructure development work, but a reasonable amount has been set apart for the related research activities in order to monitor and assess the performance of the project in various areas towards meeting the development goals, purposes and outputs as agreed under the logical framework. Five types of outcome survey were planned to assess the outcome with regard to community markets, roads, Labour Contracting Societies (LCS), beneficiary households and Result and Impact Management System (RIMS). In line with IFAD’s increasing attention to knowledge management and measuring project’s outcomes, due attention is given to tracing project’s progress towards set targets and performance in project area, vis-à-vis non-project area. CRRIP has two more round of survey work to be collected, which ideally should be linked to each other, allowing for panel data analysis at project completion for which this EOI is invited.

 

  1. As Executive Agency (EA) for the project, Local Government Engineering Department (LGED) under Local Government Division (LGD) of the Ministry of Local Government Rural Development and Cooperatives (LGRD&C) now invites eligible consulting firms who have adequate experiences of similar nature of surveys/studies involving international support during the last 05(Five) years to submit Expression of Interest (EOI) in EOI templates.   1. Consulting Firms will be selected through competition using Fixed Budget Selection (FBS) method for procurement and in accordance with the Public Procurement Rules-2008 as amended from time to time. The project is planning to conduct the Mid-Term Survey and RIMS study for the project tentatively during 1st April to 30th June 2018. The Mid-Term survey and study will be conducted in all 12 districts under the project.

 

  1.  In general, the scope of consultancy services will include, but not limited to the following:

 

·       Assisting the project management in preparation and implementation of Mid-term outcome study of CCRIP;

·       Sample size would broadly be anticipated to have about 1600 Households (HHs) (1000 treatment and 600 control), 500 for LCS and non-LCS women (2001 LCS and 300 non-LCS) and aline with IFAD RIMS survey. For RIMS survey 900 HHs would be administered. 

 

l  Collect project outcome level data including qualitative information and analyze the same to assess the impacts of the project on beneficiary households, Roads, Markets and LCS;

l  Geo-referencing, use of tablets, and recording of HHs interviewed to allow for panel data collection are required. The analysis will use cross-sectional data generated with this survey for one part of the analysis, and should build on baseline data for before-after comparison, though no clear attribution might be possible;

l  Adjust and prepare new questionnaire for second and third study based on baseline questionnaire, reviewing CCRIP project documents, relevant literatures and in consultation with PMO;

l  Arrange appropriate tools for carrying out the field surveys including height and weight scales exclusively for RIMS survey;

l  Conduct surveying ,  processing and analyzing  of data collected from the field surveys as per latest IFAD RIMS Handbook with recommended software and method;

l  Prepare and submit survey reports acceptable to the PMO and IFAD within the given time schedule;

l  Any other responsibility as may be reasonably assigned by the PMO;

 

  1. Further information including scope of work and outline of Terms of Reference    will be available at the office of the undersigned during regular office hours;

 

  1. EOIs may be submitted by a Firm, or Joint venture/associations (JVA). However, a lead firm, whether international or national, cannot be a member of another sub-consultancy/association or joint venture. It is preferable to limit the total number of Firms of a JVA to maximum of 3 (three);

 

 

  1. The interested Firms may submit their EOI filling in the EOI template including the following as additional information:

 

  1. General information of the Firms: (i) Name & Address (ii) Trade License and Registration Number with Year (iii) TIN and VAT registration Number (must) (iv) Annual Turnover of last 5 Years, (v) Number of years in Active in providing services , vi) Years of similar, relevant and general experience ; vii) Experience in similar working condition, (vi) Total Number of Permanent Staff in Pay- Roll and List of Key Professional Personnel with Number of Years in Pay-roll (Name, Date of Birth, Educational Qualifications and relevant Professional Experience –Time & Brief Description, (vii) Organization’s Brochure;
  2. Cover letter signed by authorized signatory with name(s), address(es), contact details of partners /associates (if any),

 

  1. Agreement of Joint Venture or Association or Partnership with clear indication of share of responsibility and service operation ( if applicable ) ,

 

  1. Interested Firms  must submit EOI in sealed envelope containing original and 4(four ) copies addressed to “Project Director, Coastal Climate Resilient Infrastructure Project (CCRIP), Local Government Engineering Department , Level-3,  RDEC Building, LGED HQ, Agargaon, Dhaka-1207, Bangladesh” not later than 2.00 PM local time on 28th  February 2018.

 

  1. The procuring entity reserves the right to accept or reject any or all the EOIs without assigning any reason whatsoever.
