Request for Expressions of Interest

 

For Selection of Non-Government Organizations (NGOs)

 

1.  The Project Management Unit (PMU) of RERMP-2 Project invites eligible Local NGOs to submit their expressions of Interest (EOI) separately for each of the Training Zone mentioned below for providing the required services. Interested eligible NGOs must provide information with documentary evidences indicating that they are qualified to perform the services (background and experience of the organization; brochures; description of similar assignments in last five years; experience in similar conditions; availability of appropriate skills; list of relevant professional in the permanent pay role ; available logistic facilities i.e. office space, vehicle, equipments etc; annual turnover of last three years; audit report, etc). The EOIs received will be evaluated on the basis of the age of NGO; registration with appropriate authority ; active presence in the preferred region; availability and experience of the key personnel; experience of the NGO in similar assignments; experience of the NGO in other works and support services of the NGO, especially well furnished own office in the training zone.

 

2.  For the purpose of imparting effective training to the selected female destitute members of the Project, the  10 (ten) training  packages are mentioned below:

3.  a) The scope of the services of selected NGOs will be as follows, but not limited to:

 

(i)       Activity.1: Income generation and business skills development training for 30520  ultra poor female beneficiaries

(ii)     Activity.2: Skills development Training on practical nutrition, homestead vegetable production and, hygiene etc. for 30520 female beneficiaries

(iii)    Activity.3 :Training on Practical  nutrition and reproductive health for adolescent girls

(12-18) ,newlywed women and young mothers (RERMP-2 family members) in 3052 unions

(iv)   Activity.4 :Identification and referral of severely  malnourished babies, children under 5 years and pregnant mother and lactating women in 3052 unions

(v)     Activity.5: Training on Social awareness raising programme for 30520 ultra poor women beneficiaries

(vi)   Activity.6: Training on education drive to encourage primary-school age children of RERMP-2 beneficiaries in 3052 unions to attend school.

  

  b). The selected NGOs in addition to the above, will also have to perform the following functions:-

 

(i)       The selected NGOs will primarily conduct the baseline survey of the selected crews in each Union level  and submit the filled- up questionnaire form  to concerned XEN with attention to Training Offcer,RERMP-2 and Upazilla Engineer concern

(ii)     Related questionnaire form will be supplied from office of the Project Director.

(iii)    One copy of  Pass Port size Photograph of the concerned Crews to be affixed with Questionnaire form.

(iv)   Concerned NGO shall prepare District, Upazilla and Union-wise Crew list affixing the photograph of the individual crew and her dwelling house in soft data and soft data copy will be prepared in the form of CD and shall have to be sent to the PD office with one  copy to the XEN at District level  with  attention  to concerned Training Officer, RERMP-2

(v)     The  concerned  NGOs will develop training materials/modules for all training courses

(vi)   Monitor on-going courses and submit the  monthly progress  report  to the Project Director, RERMP -2 Project

(vii)  NGO representative (s) will have to  attend the monthly Coordination meeting  chaired by  XEN at District level

(viii)The Competent representative of NGO shall attend the review meeting chaired by Project Director as and

required.

 

4. Prospective Local NGO may express their interest in one or more than one training package. If one NGO qualifies to be selected for more than one training package, only one package will be awarded to sign the contract as preferred by the selected NGO in consultation with authority concern of LGED.

 

5. Short listed NGOs will be subsequently requested to submit technical and  financial proposals and NGOs will be selected in accordance with the ”Fixed  budget  Selection (FBS)” sub-method as set out in the “Public Procurement Regulations, 2008”.

 

6. The applicant NGO should have: registration with appropriate authority, local offices in working area of the respective package; deep insight in social and cultural condition of the working area of the respective package; qualified, experienced, committed and skilled staff for training and follow-up; broader coverage within the working area of the respective Zone; adequate knowledge in savings and credit schemes and ability to manage them; and be able to write report and to have transparent accounting system; and show positive commitment to the project objectives. The NGOs not specialized in the areas  of impart training, need not to apply.

 

7.  LGED, if necessary, may perform field verification regarding correctness of the information on logistics and other statements / documents provided by any NGO in the EOI and if found incorrect or fake the concerned EOI will be rejected at any stage of the short listing process. The NGOs concern who submitted EOI shall produce necessary documents upon demand by LGED.

 

8.   Expressions of Interest (one original and  two copies) must be submitted  to “The Project Director, Rural Employment and Rural Maintenance Programme-2  (RERMP-2), LGED  Bhaban (Level-10), Agargaon, Sher-e-Bangla Nagar, Dhaka-1207” in sealed envelope either by mail or in person on or before 23.12.2013 at 3:00 pm. EOIs received after the deadline will not be considered for short-listing.

 

9.   Interested NGO may obtain further information, if necessary, from the office of the undersigned during office hours on all working days. The authority reserves the right to accept or reject any or all EOIs received without assigning any reason thereof.
