Request for Expression of Interest (EOl)
For selection of Design and
Supervision
Consulting (DSC) Services of
Bangladesh
Agricultural Infrastructure Development Program (BAIDP)
The Government of the People’s Republic of
Bangladesh (GOB has received a grant from United Sates Agency for International
Development (USAID) towards the cost of the Bangladesh Agricultural
Infrastructure Development Program (BAIDP) and intends to apply a part for the
payments of consultancy services for survey, design and monitoring, herein
called DM consultants.
The DM consultant team will: 1) do detail Topography survey, designing and
monitoring of all sub-projects,
preparation detail drawings, Tender documents and evaluation of project work
plans and 2) assist in the identification of implementation problems and
solutions, coordination, review of design & modification and reporting to
LGED, USAID and other concerned agencies.
Total project covers 20 districts namely Sariatpur, Faridpur, Gopalganj, Madaripur, Rajbari, Jessore, Jhenaidah, Magura, Narail, Meherpur, Chuadanga, Khulna, Bagerhat, Satkhira, Barishal, Jhalokathi, Pirojpur, Bhola, Patuakhali and Barguna. Duration of the project is Three
and half years.
LGED now invites EOI from eligible local firms having
qualified consultants to
indicate their interest in providing the services. The consultant
must have i) satisfactory experiences of design, supervision and monitoring consulting
services for similar nature of works. ii) Experience of foreign aided project
in Bangladesh is preferable.
Interested consultants must
provide information indicating their qualification to perform the services. Association with other local firms
is encouraged. To prepare a short list, EOIs will be reviewed on the basis of
the following evaluation criteria: (a) Age and registration of firm (years in
relevant business, (b) Availability of key professionals, (c.) Turnover of the firm & audit report (financial resources), (d) Experience
of the firm in similar tasks/assignments (examples of past experience similar
nature and/or complexity), (e.) Experience of the firm in other works
(examples of other experience), (f) Support services of the firm.
After evaluation the short listed firms will be
invited to submit proposals. Consultants may associate to enhance their
qualification but should mention if the association is in the form of “joint
venture (JV)” or “sub-consultancy”. All members of an association should have
real and well defined inputs to the assignment. The consulting firm(s) may form
joint venture association with each other subject to the understanding that
they will be “solely” or “Jointly” and “severally” liable for entire performance
under the contract. The consulting firm(s) shall not be allowed to participate
in more than one proposal in any capacity including sub-contracting or
association.
The consultant (firm) will be selected using the
Quality and Cost Based Selection (QCBS) procedure in accordance with the Public
Procurement Rules 2008 (PPR-2008). It
is expected that the services will be commenced in March 2014 and completed by
December 2016. Interested consulting firms may obtain detail information from
the office of the “Project Director, Bangladesh Agricultural
Infrastructure Development Program (BAIDP), LGED, Bangladesh” the
address below during normal office hours. EOI shall be submitted in sealed
envelope, delivered to the address below on or before 15 January 2014 up to 3.00 PM BST and be clearly marked
“Request for Expression of Interest for selection of survey, design and monitoring consultancy (DMC) services of
Bangladesh Agricultural Infrastructure Development Program
(BAIDP)”.
