Invitation for Expression of Interest (EOI)

for

Project Internal Auditing Consultants (PIAC)

for

Coastal Towns Environmental Infrastructure Project (CTEIP)

1.     The People’s Republic of Bangladesh (GOB) has received a loan from the Asian Development Bank (ADB) and loans and grants from other co-financing agencies for the Coastal Towns Environmental Infrastructure Project (CTEIP) (ADB Project Number: P44212-BAN), under the Local Government Division (LGD) of the Ministry of Local Government, Rural Development and Cooperatives acting through the Local Government Engineering Department (LGED) as lead Executing Agency (EA) in close coordination with the Department of Health Engineering (DPHE) as co-EA for water supply and sanitation components. Pourashavas (secondary towns) are the implementing agencies of the project.  The Government also received a portion of the proceeds of these loan and grants to eligible payments for Project Internal Audit Consultant (PIAC) services for which this invitation for Expression of Interest (EOI) is issued. The terms and conditions of this contract and payments by ADB will be subject to the terms and conditions of the Legal Agreement for the CTEIP. Except as ADB may specifically otherwise agree, no party other than GOB shall derive any rights from the loan or have any claim to the proceeds of the loan. 

 

2.     LGED as Executing Agency now invites Expression of Interest (EOI) from a reputed A-listed Chartered Accounting consultant firm (“the Consultant/ PIAC”) from ADB member countries for short-listing to provide independent and objective internal auditing and post-procurement review services carried out to international standards on an annual basis throughout the project period of CTEIP.

 

3.      The objective of the CTEIP is to improve climate and disaster resiliency benefitting the poor and women in selected pourashavas (secondary towns) in coastal areas of Bangladesh. As the impacts of climate change on coastal towns are anticipated to be significant, the project incorporates climate change resilience measures into both structural and non-structural investments to build overall robustness and long-term capacity of pourashavas to cope with future climate related risks. The project will be supported by four consultant packages: (i) detailed design consultants (DDS),             (ii) project management and supervision consultants (PMSC), (iii) institutional capacity and community development consultants (ICCDC) and (iv) project internal audit consultants (PIAC). The consultant will work in close coordination with the project management units (PMU) and the project implementation units (PIUs) in each pourashavas.

 

4.      The interested consultants should visit ADB's website for CSRN (http:/cms.adb.org) about specific requirements and submit Expression of Interest (EOI) following the instructions in the CSRN website.
