a)    Brief Description of Assignment

Main objective of resource mapping survey and documentation is to obtain pattern of land & resource use and document the biophysical and socioeconomic aspects of natural resources within the project area to establish sustainable management of haor resources. The resource mapping survey and documentation activities will be conducted at 29 subprojects area of HFMLIP. Project area is located surrounding the 29 subprojects of BWDB considering the Haor Master Plan (2012).

b)    Scope of Work

Community level survey to be conducted to identify resource availability, recommend possible usage and their applicability. Visit haor basin and targeted communities to identify the existing beels and Khals and their leasing status including expiry dates and legal disputes, silted beels and Khals & their lease status including expiry dates, existing roads, markets, schools & khas lands and  their status, ponds availability& their status with respect to usage. Finally all the collected information/data would be compared with the Govt. records before finalization.

C)     Output of study

 

a) Prepare and produce resource maps of haor areas in original mouza maps, on tracing paper and also in updateable digital form showing required features.

b) The information of embankment beels/khals/khash lands & ponds should be presented on tabular format giving  some information in compile format of  physical status,present ownership / usage status, lease status , community attitude about the present usage/ possessions/ further development of resources/ possibility of any social conflict, recommendation / suggestions of experts  for development (excavation) demarcation/ plantation / habitat restoration/ sanctuary establishment/ fisheries act implementation etc., produce soft copies (CD copy) of digital maps of the resources & information for degraded areas with reasons for degradation and possible interventions for improvement

Resources, experience and delivery capacity required

The firm having trained manpower and at least 5(five) years’ experience in doing such jobs are essential. The firm has to demonstrate the resources and delivery capacity with documentary evidence for similar assignment.The EOI shall be evaluated on the basis of the following information:

 

General information:

 

1.       Company/Firm’s profile including year of establishment.

2.       Company/Firm’s legal documents

a) Trade license (up to date) b) Certification of limited company (if any) c) Income tax certificate for the year 2014-15 d) VAT registration certificate etc.

3.       Logistics and support services of the firm (office space, support staff, equipment etc.).

4.       Human resources and their availability particularly social expert, GIS Expert, data analyst.

5.       Financial capability of the consulting firm (turnover of last 3 years) by showing related documents such as Bank statement, audit reports, income statements and balance sheet etc.

6.       Central GIS unit & field offices of the firm in Haor  region.

 

Experience:

 

1. Community mobilization related activities i.e. PRA, FGD, KII etc. (including cost and duration of the assignment).

2. Resource mapping survey and documentation (detailed information including cost and duration of the assignment).

3. Resource mapping survey and documentation particularly in the haor region (including cost and duration of the assignment).

4. Experience of the firm in other works (task including cost and duration of the assignment)

 

 

 

18.

Other information                                        

a)       Consulting firm will be selected in accordance with the procedures set out in the PPR-2008.

b)       Detailed information may be collected from the undersigned office during office hour.

c)       One firm can apply for more than one package.

d)       RFP will be issued only to the short listed firm(s).

e)       Three sets of EOI (01 Original and 02 Copies) are required to be submitted by the closing date and time to the undersigned office. EOI for each package in sealed envelopes marked the title and specific package number as mention in clause 17(d).  

f)        Any company or firm(s), debarred by CPTU will not be eligible for participating the EOI.
